US East Africa Workshop “Developing Sustainable Transportation Systems” Emerging Issues

Opening Session: Welcome Address and Official Opening The East African Countries are faced with inadequate and inefficient mobility of people and their goods, thus stagnating socio-economic progress. Traffic jams and congestion in the East African cities and accident fatalities in all modes of transport greatly contribute high operating cost, loss of life and property. Transportation Infrastructure facilities among the East African Countries are inadequate and in efficient to cope up with the economic growth thus contributing to traffic congestion in cities and increased road accidents.

Session 1: Relieving Urban Congestion in East Africa There is lack of Transportation Master Plan for cities hence contributing to traffic congestion, traffic jams and increasing vehicle operating costs. There is poor design and planning of road network and infrastructure facilities in East African cities There is lack of adherence to, and poor enforcement, laws and regulations on road transportation. Political interference in land use planning affects the implementation of the Master Plans of Urban centres.

Session 1: Relieving Urban Congestion in East Africa Cont’d. There is lack of multi modal transport framework comprising of different modes of transport such as transit, aviation, seaports, roads, and railways contributing to a costly uncoordinated transportation network. Poor planning of transportation systems in East African countries contributes to traffic congestion and jams, increase air pollution, motor vehicle operating cost and damage of roads. There is lack of adequate road network in cities and deficiencies in planning of infrastructures

Session 1: Relieving Urban Congestion in East Africa Cont’d. Lack of a comprehensive selection of transport network systems and Inter-modal stations in large cities heavily contribute to retarded economic progress due to excessive time spent on movement of traffic.

Session 2: Transportation for Vulnerable Populations & Road & Passenger Safety 10% - 14% of the world population possesses some form of limitation/ disabilities which hinders them from using the existing modes of transport conveniently. Privatization of public transport system has to a great extent contributed to reduced accessibility of the transport services by people with functional limitation like the disabled, pregnant women, the elderly, and children. The existing transport policies, laws and regulations with regard to accessibility to transport services are not implemented, thus creating barriers of movement and facilitating intimidations to the disabled.

Session 2: Transportation for Vulnerable Populations & Road & Passenger Safety Cont’d. There is lack of inclusive transportation systems; infrastructure facilities (roads, railways and buildings) that cater for all types of people including the disabled. The life, liberty, pursuit of happiness and rights for all people and especially the disabled around the world including the United States have not been adequately provided for, nor guaranteed. There is lack of policies, institutional and legal framework to address universal accessibility issues in public transportation systems

The design and construction of road network systems in East African countries have not adequately catered for non-motorized transport. Poor enforcement, of the policies, laws, and regulations governing transportation has greatly contributed to increased road accidents that claiming loss of life and property; and reduced economic development The effects of corruption in all sectors of the economy including transportation have undermined monitoring and enforcement of the safety rules, thus perpetuating increased broad accidents

Session 2: Transportation for Vulnerable Populations & Road & Passenger Safety Cont’d. Road accidents in developing countries including East Africa are on the rise due to lack of strategies on road safety.
