Manufacturers and Importers need to improve fuel-economy of passenger vehicles which are sold in Japan, by the target year. 4 TPT-WG29, Chinese Taipei The Outcome of the Regulation of Fuel-Economy Manufacturers’ strong effort with political support including tax incentives has made remarkable outcomes after Target Values by Top-Runner Program set in 1999.  The average fuel-economy have improved about 22% from 1995 to 2004.  About 80% of new passenger vehicles achieve the Target Standard Values in 2004. 22% Improvement 3
