Data Governance Tips If your organization has data, you should have DG
Assign someone to focus on Data Governance When someone tells you no, have them show you why Include the lawyers early but make sure you have specific examples Create committees of problem-solvers early so they are familiar with each other when a problem arises

Educational Research & Data Center Conference May 21, 2014
6
Background on Department of Early Learning (DEL)
Established in 2006 by RCW Created cabinet-level agency from various programs in different departments and agencies Focus on coordination of services to support the critical first years of a child’s life 6
7
Key DEL Services Licensing and monitoring about 5,600 family home and child care centers Child care subsidy programs Professional development for those who care for and teach young children State Pre-K program Early Support for Infants & Toddlers Home Visiting (voluntary support for families in need) Early Achievers – Quality Rating & Improvement System 7
8
Data Environment Some data systems inherited or managed by other agencies Some data systems built in-house Working to tie historically separate program data together in a more enterprise view Need to easily determine all services/dosages provided to each unique child Question we need to answer = What service model(s) positively impact child outcomes and school readiness? 8

Communication and Escalation Copyright © - Non-Invasive Data Governance is a registered trademark of Robert Seiner and KIK Consulting Carmen Really general – levels and how IT and PIC run the length First lets look at this diagram from the bottom up, then we’ll talk about the layers in more detail from the top down. Operational data stewards – example are registrars, business officers, or PPMS users group Data Domain Stewards – this is basically a new layer, but many times this function already exists. Examples are the RPC data stewards, the commission workgroups such as the BAC workgroup who are currently working to standardize the FMS account coding (the chart of accounts) It’s a small group who are familiar with their functional area’s data. Data governance committee – a new committee within RPC with the decision making authority over data. At the top of course we have WACTC and the State Board. Throughout all of these layers we have IT staff involvement. We mustn’t forget our IT friends! This includes college IT staff all the way up through the Deputy Executive Director at SBCTC. Operational Data Stewards (Exists) Per Subject Area (i.e. Student, Financial, Personnel) Accountable for execution and maintenance according to the data policies and standards.
