| India Post4 The network schedule optimisation will address 4 focus areas SOURCE: Mail Network Optimisation Project ▪ Collection (rounds) from Booking Post Offices: – How often should Booking Post Offices send Speed Post articles to the Sorting Hub – At what times should it send articles? ▪ Set/Shift planning at Sorting Hub: – How to match manpower to processing volumes? – How to select the right processing windows for the different types of Speed Post articles? ▪ Inter-city mail movements: – How to determine the most appropriate flight/ train/road transport for sending Speed Post article to other Sorting Hubs? ▪ Delivery rounds from Sorting Hub to Delivery Post Offices: – How often should Sorting Hub send processed Speed Post articles for delivery to the Delivery Post Offices and at what times? | India Post55SOURCE: Mail Network Optimisation Project The collection rounds should be dedicated to Speed Post (especially for urban Sorting Hubs) and not mixed with first class mail Optimisation can be achieved only if certain conditions/processes are rigorously followed The MMS vehicle should be able to reach the Sorting Hub in time to leave for the next collection round (if any) and also in time for articles to be processed at the Sorting Hub The trip for each MMS vehicle in a collection round should start from the farthest (from Sorting Hub) PO in its route and end with the nearest PO POs should keep their Speed Post bags ready when the MMS vehicle is expected to arrive and load them on the vehicle as soon as it arrives POs should close separate bags for TD and NTD articles for the Sorting Hub This has implications on the number of MMS vehicles required by the Sorting Hub MMS vehicles are the most critical resource in a collection round and should not be kept waiting. 2 4 1 3

| India Post6 1TD = Town delivery Sort rest of India volumes before outgoing flight Sort TD from own P.O.s while “waiting” for flight receipts Sort TD from rest of India after receipt from incoming flight SOURCE: Mail Network Optimisation Project Rationale Non-TD 1 sorting TD 1 sorting (from own P.O.s) TD 1 sorting (from rest of India) Receipt from POs Cut-off to ensure flight connectivity Receipt of items from other cities Cut-off for POs … ensure your POs segregate NTD and TD, and send you two separate bags so that your SPC can prioritise In order to make this happen … Demarcated shift (set) planning is utilised to optimise D+1 quality 2 4 2 3 1

| India Post7 What is the most appropriate flight/ train/road transport for sending Speed Post articles to other Sorting Hubs? SOURCE: Mail Network Optimisation Project Town 1 SPC 1 PO 1 Town 2 SPC PO 1 TMO ▪ The objective is to select appropriate flights/trains by which a Sorting Hub sends NTD Speed Post articles to various other Sorting Hubs in order to maximise next day delivery ▪ The earlier the connection, the less the pressure on the destination Sorting Hub and higher the chances of next day delivery of articles ▪ However, if it is too early, the number of articles that can be processed by the origin Sorting Hub might be too low ▪ Therefore the flight/train needs to be selected keeping in mind this trade- off 1 2 3 4

| India Post8SOURCE: Mail Network Optimisation Project Complete benefits of the delivery rounds can be achieved only if these guidelines are followed 1 2 4 3 The delivery rounds prescribed above should be dedicated to Speed Post (especially for urban Sorting Hubs) and not mixed with first class mail as far as possible The number of post offices that a MMS trip covers in a delivery round should be such that the MMS vehicle is able to reach the post offices in time to enable the sorting postmen do beat sorting and then enable the postmen to take the articles for delivery This has implications on the number of MMS vehicles required by the Sorting Hub

| India Post10 Processes at SPC/Sorting Hub SOURCE: Mail Network Optimisation Project Improve the layout ▪ Make it into an assembly line ▪ Streamline Mail agency/TMO Improve sorting process ▪ Change sorting logic based on volume data extracted from Speed Net ▪ Use new sorting cage design Provide adequate equipments and infrastructure ▪ Use new roller containers, trays, trolleys and bag cutters ▪ Provide computers, scanners, printers and internet connectivity
12
| India Post11SOURCE: Mail Network Optimisation Project ▪ Layout is a key enabler for streamlining the flow or articles inside a Sorting Hub hall ▪ A self explanatory schematic of an assembly line like layout is shown above ▪ This is only a concept diagram and needs to be adapted to the specific local constraints in terms of dimensions of the operation hall. | India Post14 Processes at Delivery POs SOURCE: Mail Network Optimisation Project Improve the layout to make it efficient ▪ Bring all delivery-related branches on one floor ▪ Organize sorting cages in the middle and postmen desks around them Increase the efficiency of pre-sorting activities ▪ Use stamp cancellation machine ▪ Involve postmen in beat-sorting activity Be rigorous in Post-delivery activities ▪ Feed delivery status into SpeedNet ▪ Definitely update remarks in case of RTS articles
