2009 the Department of Juvenile Justice entered into the Commonwealth Neurotrauma Initative, Youth with Brain Injury Project. Championed by Delegate Scott, this was a multi-agency effort that included: Department of Juvenile Justice Virginia Commonwealth University Department of Correctional Education Department of Aging and Rehabilitative Services Brain Injury Association of Virginia Department of Education

1) Create a standardized assessment protocol to identify youth with brain injury. 2) Study the prevalence of brain injury among youth committed to the DJJ.

Clinician Conclusion that Testing was Suggestive of Brain Injury 35.7% of youth tested

Medical Record Indicates History of: Hypoxia - 28.6% Prenatal Drug/Alcohol Exposure - 43.7% Other Perinatal Trauma - 44.8%

Positive Findings for Both Testing Indicators Suggestive of Brain Injury and/or Prenatal Drug/Alcohol Exposure were Positively Correlated With Higher Rates of Institutional Offenses
