“The informal sector has gained prominence in developing countries during the past two decades, mainly as a result of the formal sector’s inability to absorb growing populations and an increasing number of individuals hoping to secure an income through self-employment in the informal sector.” – (Anele Horn 2011) 2

BACKGROUND Studied past street trading management experience in the inner city from 1940 until 2014 and noted the Success – Failures – Challenges. Key strategic planning documents of City of Johannesburg (CoJ) were also studied. Spoke to all stakeholders directly and indirectly. Stakeholders include: a)Traders b) CoJ c) Property Owners d) Residents / Tenants e) NGOs Agglomerated - ideas, suggestions, comments and contributions of stakeholders. Studied the most recent Central Johannesburg Partnership (CJP) model within the City Improvement Districts (CIDs) – facilitated by the CJP and currently implemented by Urban Genesis Management (UGM). Noted Success – Failures – Challenges. Developed a Draft Street Trading Pilot Management Model. 3

CURRENT STREET TRADER NUMBER ALLOCATION IN THE RETAIL IMPROVEMENT DISTRICT 8 Out of the 1300 street traders within Inner City Improvement Districts, the Retail Improvement District represents 53% of the total number. It contains: 693 Traders 29 Streets and; 22 City Blocks

CURRENT STREET TRADING MANAGEMENT MODEL IN THE RETAIL IMPROVEMENT DISTRICT 9 CoJ not really a Partner. No Arbitration Body for Traders. Traders Representation ‘Not Ideal’. Traders do not Contribute Financially. No Formal Structure of Trader Engagement. DESPITE THE LISTED ISSUES CITY IMPROVEMENT DISTRICTS HAVE MANAGED TO MAKE IT WORK

THE DEVELOPMENT APPROACH USED 10 The main goal is to achieve sustainable and regulated street trader management. This includes planned, designed and managed spaces. The framework used to develop the model is based on:

KEY GOALS FOR STREET TRADER SUCCESS ALL STAKEHOLDERS SHARED THESE COMMON VIEWS: 1.Corporate Governance and Financial Transparency 2.Clear Institutional Structures for: -Decision Marking -Communication -Review -Recourse -Arbitration -Representation 3.Roles and Responsibilities of all Stakeholders (Street Traders, CoJ, Property Owners, MOE’s, JMPD, SAPS and other relevant stakeholders). 4.Standard Rules and Regulations – (With time - ideally applicable across the whole Metropolitan). -Qualification process for trading. -Code of Conduct. -Rental Fee/Cost. -Service to be provided. -Recourse. -Arbitration. 11
