PARTICIPATION IN SN TRACKING (COORDINATION/SUPPORT)
LOGSA is working daily with all active/significant players involved with serial number tracking from accountable sources. LOGSA assigned role as “Domain Manager” for Serial Numbers. LOGSA assigned role as “Object Owner” for LMP design initiative. LOGSA assigned owner of DOD Small Arms Serial Number Program. LOGSA assigned owner of DA Radiation Testing and Tracking System. LOGSA assigned owner of DA Controlled Cryptographic Items Serialization Program . Participated with CASCOM, TRW, Standing JAD on development of GCSS-A SPR Module. Working member of both GCSS-A Maintenance and Management Module requirements. Working member of DOD Unique Item Tracking Committee. Have a full time integration team assigned to LOGSA’s interfaces with LMP. Author of Serial Number Cleansing Plan in support of LMP migration. Active participant in AMC/LAISO AIT working group. Participating with HQAMC, AMCOM, LAISO, GCSS-A, CASCOM, LMP, SBCCOM, SALT, ASSALT, on development of “life cycle’ SN tracking of selected end items and components. Participating with TACOM-RI on development of Tritium Tracking. Participating with AMASA on sample data collection.

TRACKING MAJOR ITEMS Need for Requirement
Identified as a need by the highest levels of Army leadership Army Magazine, February, 2002, AMC: Accelerating the Pace of Army Transformation, General Kern writes: Private industry tracks inventory by individual identification, the Army needs to be capable to do the same Auditor opinion is CFO cannot meet congressional mandate for reporting without serial number visibility of reportable end items Submission of Army initiatives i.e. Army PB Systems will be fully contingent upon serial number tracking level of detail Technological advantages must be integrated into Army sustainability. A critical facet of logistics systems in a transformed Army will be inventory control and visibility, knowing where repair parts are all the time in the Army's inventory. Taking its cue from major retailers such as Wal-Mart, AMC is developing a new way to meet customer needs, getting spare and repair parts to the customer faster, better and smarter. o Identified as a need by the highest levels of Army leadership ARSNT will assist moving the Army to business like processes. Although the General does not directly state the need for serial number tracking, it is implied. Industry standard, founded on bar coding capability, tracks items by individual identification throughout its lifecycle to point of sale, or delivery. These sentiments are echoed throughout the highest levels of Army leadership. o Auditor opinion is CFO cannot meet congressional mandate for reporting without serial number visibility of reportable EIs All new PB initiatives have be pressed to be fully CFO compliant. Audit of the Army’s FY01 Principal Financial Statements, National Defense Equipment Reporting state that CFO cannot meet Congressional mandate without serial number visibility o Submission of Army initiatives i.e. PB Systems will be fully contingent upon serial number tracking level of detail The objective system will serve to support safety initiatives such as Army recalls and intense safety management efforts behind equipment like parachutes.

Tracking components for RECAP will be extremely difficult unless we track the major end item first. Capitalize on emerging technology and on-going Systems reengineering to develop a national level serial number repository, capable of tracking Army owned items (from cradle to grave) in a near real time fashion. Develop relationships among all Army serial number systems – ARSNT will replace TEDB and UIT. Link serial number relationship of end item to spare/repair parts (RECAP). Link serial number relationship of end item to spare/repair parts (TRITIUM). Will capture several years of transactions (audit trail). o Tracking components for RECAP will be extremely difficult unless we track the major end item first. ARSNT contains a RECAP flag to identify this major item is a RECAP item. Supporting tables could contain spare/repair parts install on the end item. This flag is also incorporated into WLMP or LMP and has been identified as a data element in GCSSA-MNT. o Capitalize on emerging technology and on-going Systems Capitalizing on data sharing/data replication techniques between all PB Systems, the Army can mirror accountable records (at the serial number level of detail) at the national level from cradle to grave. o Develop relationships among all Army serial number systems – could replace TEDB and UIT. If we contain all accountable PB systems and saved the transactions, including history for an audit trail, why continue to support other SN tracking systems trying to accomplish exactly the same mission. However, until we achieve the objective system, ARSNT could be used to enhance data cleansing. o Link serial number relationship of end item to spare/repair parts (RECAP). Many MSCs and PMs have their own RECAP systems. This could be a good start to standardize how RECAP programs are tracked. o Will capture several years of transactions (audit trail). ARSNT contains a transaction history file. Some of the data elements are shipped to, received from, transaction data, ect. LOGSA will keep this history to support investigative inquires such as FBI, ATF, and other law enforcement elements.

LOGSA believes the PBO is not wrong, sometimes a little on the right side. We have seen serial numbers we recognize as model numbers. Some policing is required to correct at the source and only the source. Vastly improved checks and balances (data cleansing) self explanatory – it all becomes visible and with some good business rules, will show decrepitates such as duplicate serial numbers. Supports systems integration someday, it will all be and ERP system, in which ARSNT would support. Foundation for Army Recapitalization Tracking the end item and identifying it by SN as a RECAPPED end items is the first step to track the components. Supports “War on Terrorism” Support increased law enforcement investigations. Supports Army transformation As per GEN Kern, the Army must move towards industry business practices to achieve true Army Transformation. Managing inventory by serial number supports this objective. Enhances readiness The objective system, by serving as the foundation to an absolutely authoritative/accurate national level repository for asset visibility, will serve to support such critical Army objectives as procurement decision making, national level redistribution, mobilization planning, contingency operations, and a host of other missions directly related to ensuring Army Readiness. EXAMPLE: supporting mobilization planning by using RECAPPED or not RECAPPED units to deploy a contingency operation. It would ease the logistical train sent with the smaller operations (Brigade size utilizing forward support packages).
