3 VECCI Apprenticeships Services State wide contract to deliver Apprenticeship Support Services Provide information and advice to all stakeholders Assist with sourcing RTO’s Advise on rights/responsibilities/obligations under the National Training Contract Administer Australian Government Incentives

4 What is an ASbA? A combination of academic, vocational education and training, and paid employment. It provides students with valuable employment skills and hands-on industry experience and is an integral part of their school program. Students will undertake a nationally recognised qualification, normally at Certificate II, III or IV level. For many students, it is also a good way to keep open the options for further education and training.

5 ASbA Components Secondary School Certificate (VCE/VCAL) + Nationally Recognised Qualification (Certificate II - IV) + Paid Employment (Chosen Industry)

6 Requirements 13 Hours per week combined employment and training Averaged out over 3 periods of 4 months in a year Released into employment and/or training at least one day per week which is timetabled during normal school hrs Must be undertaking paid part time employment School must endorse/sign the training plan

8 2 Programs – Secondary Schooling VCAL: Victorian Certificate of Applied Learning Do not attract ENTER score Hands on option Practical work related experience Literacy and Numeracy Personal Skills Set release days each week VCE: Victorian Certificate of Education Attract ENTER score Typically 4 or 5 subjects Attend school full time Undertake exams Spare periods during the week

9 2 Options…….Vocational Education and Training VET and Work Placement Part of or a full qualification Temporary work experience Not paid as an employee No Government Incentives ASbA Nationally Recognised Qualification Sign a Training Contract Become a legal employee Respond to an hourly rate of pay Employer may receive incentives

10 ASbA - Example Model VCE Student Attends Secondary school 4 days per week Released 1 day per week for work Undertakes extra shifts on the weekend and during school holidays Completing Certificate II Community Pharmacy Workplace-based delivery

11 Requirements - RTO 1. Endorsement: obtain school signature on the training plan and forward copy to the AAC 2.Statement of results: Issue to schools/providers in October Note: Schools must have results through the VASS prior to 15 November.

12 Sign up occurs, If the student is under 18 a parent/guardian signature is required AAC registers the Training Contract if DRAFT mode and forward’s an ASbA notification form to the RTO If the RTO was not present at the time of sign up, engaged RTO completes Training Plan with the Employer and Australian Apprentice RTO forwards signed Training Plan to School for Endorsement School returns Training Plan to RTO, which is then forwarded by the RTO to the AAC The AAC finalises the registration of the Training Contract as School Based This process must be completed by all parties involved within 2 months of the Training Contract being signed Steps involved…

13 Important Acronyms VCAA – Victorian Curriculum and Assessment Authority Provide curriculum, assessment and reporting for government and non-government schools. Can advise and assist schools with enquiries on credit and recognition of VET/ASbA Programs. http://www.vcaa.vic.edu.au/index.html VASS – Victorian Assessment Software System The Internet-based system used by schools to register students and enter VCE and VCAL enrolments and results directly into the VCAA central database.
