19 19 Institutional Autonomy Increase tuition and fees, within limits, without legislative approval Limited operational autonomy and flexibility

20 Board of Regents will annually monitor and report to the Legislature and the Governor on the progress of each participating institution. Approval of further agreement will be based on the recommendation of a PERC-like panel, which will conduct a comprehensive evaluation of the institution’s progress. Board of Regents will recommend renewal to JLCB for approval. 20 Monitoring and Renewal
