vision voice support © Copyright National Employment Services Association Ltd Key Points in Relation to Mental Health and Employment Australia ranks: 21 out of 27 of OECD countries of participation rates for people with a disability 7 th for part time participation for people with disability 2 nd in regards to the comparative risk of people with a disability living in or near poverty A diversity of strategies that support individuals, employers and the wider community to address barriers to participation and inclusion required 30.4% of people receiving income support payments were identified with symptoms indicative of a clinically diagnosable mental disorder ( Dr Peter Butterworth, Centre for Mental Health Research, Australian National University)

vision voice support © Copyright National Employment Services Association Ltd Program Performance Job Services Australia: 470,000, 13 week employment outcomes in the first 33 months of the JSA contract 1.13 million Job Placements with 38% of those in Stream 3 and 4 Disability Employment Services: 70,000 13 week employment outcomes in the first 24 months of the DES contract 108,000 job placements Both programs substantially out-perform previous frameworks with significant improvement for highly disadvantaged job seekers

vision voice support © Copyright National Employment Services Association Ltd 10 Employment Services Assistance Employment Services assistance to job seekers includes: Individual assessment and tailored assistance services based on relative need Provision of job search facilities for registered job seekers Free placement services to employers Employment Pathway Fund (JSA only) – pool of funds quarantined to assist job seekers with vocational and non vocational barriers including specialist health services

vision voice support © Copyright National Employment Services Association Ltd 10 Employment Services Assistance Strong linkages to registered training organisations providing training and education to job seekers Conduit to other complementary programs including work experience, NEIS, drought force, LLNP and AMEP, Harvest Labour Services, Experience plus mature age initiatives, Youth Connections, Indigenous Employment Programs, CDEP, Apprenticeship and traineeships and a range of other services/programs Post Placement and Ongoing Support An understanding of diverse service provision

vision voice support © Copyright National Employment Services Association Ltd 9 Further Strengthening Policy Objectives Inclusion of a social outcome in the DES program Inclusion of rewards to a DES provider who links skills in demand, education and training to employment outcomes On-going support arrangements for job seekers in JSA Stream 4 Gateway or re-entry processes for job seekers impacted by episodic conditions for immediate support Strengthening the assessment and streaming processes Outcomes and rewards designed around the complexity of service delivery
