Prekindergarten in Maryland 1980-2013 Maryland State Board of Education adopts resolution to establish the Extended Elementary Education Program (EEEP) for 4-year olds. (1980) EEEP funding stands at $19,262,300 with enrollment of 20,314 (2002) Provision in Bridge to Excellence law to require LEAs to provide prekindergarten to all 4-year olds with “economically disadvantaged backgrounds,” (i.e., 185% of FPG) (2007)
