ANNUAL PERFORMANCE APPRAISAL REPORT i)GOVERNMENT HAVE ACCEPTED THE PRINCIPLE THAT CONFIRMATION, PROMOTION, ETC. SHOULD BE BASED ON THE ASSESSMENT OF THE CONFIDENTIAL DOSSIERS, THIS MATTER IS OF THE GREATEST IMPORTANCE FOR THE EFFICIENCY AND MORALE OF THE SERVICES ii)IT IS VERY IMPORTANT BOTH IN THE INTEREST OF EFFICIENCY OF THE SERVICE AND ALSO OF THE OFFICERS THAT REPORTS ARE WRITTEN WITH GREATEST POSSIBLE CARE SO THAT THE WORK, CONDUCT, CHARACTER AND CAPABILITIES OF THE OFFICER REPORTED CAN BE ACCURATELY JUDGED FROM THE RECORDED OPINION

DEPARTMENTAL PROMOTION COMMITTEE (DPC) A POST IS FILLED BY PROMOTION WHERE THE RECRUITMENT RULES SO PROVIDE. IN MAKING PROMOTIONS, IT SHOULD BE ENSURED THAT SUITABILITY OF THE CANDIDATE FOR PROMOTION IS CONSIDERED IN AN IMPARTIAL MANNER. FOR THIS PURPOSE, DPCs ARE CONSTITUTED / FORMED

DPCs………. MEMBERS INCLUDED IN DPC FOR GROUP ‘A’ & GROUP ‘B’ POST SHOULD BE OFFICERS WHO ARE AT LEAST ONE STEP ABOVE THE POST IN WHICH PROMOTION IS TO BE MADE

THE ZONE SHOULD BE WIDE ENOUGH TO CATER TO THE NEEDS OF THE DEPARTMENT AND FOR GIVING AN EXTENDED PANEL AGAINST EMPANELLED OFFICERS WHO ARE ON DEPUTATION AND ALSO TO TAKE CARE OF THOSE OFFICERS IN THE FEEDER GRADE WHO ARE PLACED IN SEALED COVER

AS REFLECTED IN THE APARs “AVERAGE” MAY NOT BE TAKEN AS AN ADVERSE REMARKS, AT THE SAME TIME, IT CANNOT BE REGARDED AS COMPLEMENTORY TO THE OFFICER. IT IS ONLY PERFORMANCE ABOVE AVERAGE REALLY NOTEWORTHY WHICH SHOULD ENTITLE AN OFFICER FOR PROMOTION

THE DPC SHOULD CONSIDER APARs FOR EQUAL NUMBER OF YEARS IN RESPECT OF ALL OFFICERS CONSIDERED FOR PROMOTION THE DPC SHOULD ASSESS THE SUITABILITY OF THE EMPLOYEE FOR THE PROMOTION ON THE BASIS OF THEIR SERVICE RECORD WITH PARTICULAR REFEENCE TO THE APARs FOR PRECEDING FIVE YEARS IRRESPECTIVE OF THE QUALIFYING SERVICE PRESCRIBED IN SERVICE / RECRUITMENT RULES

WHERE ONE OR MORE APARs HAVE NOT BEEN WRITTEN FOR ANY REASON DURING THE RELEVANT PERIOD, THE DPC SHOULD CONSIDER THE APARs OF THE PRECEDING PERIOD IN QUESTION AND, IF, IN ANY CASE, THESE ARE ALSO NOT AVAILABLE, THE DPC SHOULD TAKE THE APARs OF THE LOWER GRADE INTO ACCOUNT TO COMPLETE THE NUMBER OF APARs REQUIRED

BENCHMARK IN THE CASE OF PROMOTIONS FROM GROUP ‘B’ TO GROUP ‘A’, THE BENCHMARK IS “GOOD” NORMALLY, IF AN OFFICER HAS FOUR “GOOD”, HE OR SHE MAKES THE GRADE

BENCHMARK……… THE DPC SHALL DETERMINE THE MERIT OF THOSE BEING ASSESSED FOR PROMOTION WITH REFERENCE TO THE PRESCRIBED BENCHMARK AND ACCORDINGLY GRADE THE OFFICERS AS “FIT” OR “UNFIT” ONLY ONLY THOSE GRADED “FIT” BY THE DPC SHALL BE INCLUDED & ARRANGED IN THE SELECT PANEL IN ORDER OF THEIR INTER-SE-SENIORITY IN THE FEEDER GRADE
