Depends on the goal of the blog  Different blogging platforms offer different levels of service for example:  Blogger.com & Wordpress.com offer both the platform, domain name and hosting  Wordpress.org (note this is different to Wordpress.com) offers the platform for free but you need to find and pay for hosting and domain name  Movable Type charge for a licencse for the platform and domain name and hosting Blog Platform
