Benefits of Centralized Addressing Consistency between bordering jurisdictions. I.E. West Burlington Ave that runs between West Burlington and Burlington. Improved accuracy of assigned addresses. Seeing the big picture Streamline notification of address changes to appropriate departments. Auditor, Treasurer, Public Health, Dispatch, etc. Improved accessibility for address requests. Full time staff with standard office hours.

Preplanning Identify existing data sources. Centerline – “dummy” centerline with no ranges. Parcel Data Auditor - Invision Assessor – Vanguard MSAG – Master Street Address Guide Local Dispatch Center Intrado Telephone number database Intrado

Centerline and Address Point Creation Address Points Created parcel centroid and attached associated address from parcel data Geocode telephone database against new centerline file Discovered many errors in Auditor database for site address within the cities. Rural parcels were a challenge because of Auditor database only having RR for many parcels. Assessor’s file and aerial photography to identify correct structure

Centerline and Address Point Creation (cont.) Centerline Creation Added the ranges from MSAG to the “dummy” centerline Created logical address range based on existing address points I.E. Block in MSAG shows 400 to 499. However, highest address is 425. Changed range from 400 to 425 On going maintenance to adjust ranges and to account for new addresses.

Memorandum of Understanding Agreement between GIS and E911 Board 6 Month Trial Period GIS Department bills E911 board $150 per instance of new address. The requirement of a locate dictates if the per instance fee is charged. GIS Department contracts with Secondary Roads Department to install new sign. Secondary Roads installs new signs in county ROW. In cases where signs must be installed on private land, a third party is contracted.

Incorporating E911 addressing into GIS Workflow New address request Locate property Determine using address grid most logical E911 address. ArcPad project in sign maintenance truck is updated with new sign issues. Using this location information, Iowa One Call is notified to perform utility locates. New E911 signs are made at the Secondary Roads shop. Following locate the E911 sign is installed. ArcPad project is updated with information when the installation is complete.
