Purpose of the SEA The SEA is carried out for the decision how to improve access to Madrid by road In particular to identify the best corridors for new infrastructure: the ring around the city four of the eight major roads into the city

Design of the process Establish a departure point: future scenario is basis for all alternatives coordination with other sectors: SEA led by coordination group in Helsinki council group required to work with other organisations revision of transport plan linked to revision of land use plan public participation: throughout the process public consultation working groups interest groups press analysis

Alternatives The SEA considered three alternatives: the existing plan (baseline scenario) emphasis on development of private vehicle traffic emphasis on development of public transport
