3 North Coast Surety 3 Owner Contractor Surety Agent Surety Company The owner currently publishes the basic project data in a trade journal, and some also publish on their websites. Either way the contractor enters the data into the application they use to assemble the bid. Examples would be excel, lotus, or various estimating software. Caltrans is one owner that uses their website for posting upcoming bids and will be sued as our example.
