Partners may raise tariffs on their goods
Wanted lower tariffs

4. South Continued Relied on African Americans to work the plantations
Issue of slavery will become increasingly controversial between the north and the south

5. West Frontier economy just starting to emerge
Support for internal improvements-roads & water transportation
Supported the sale of public lands
Grew wide variety of crops
Biggest priority was to get cheap land
