2 Introduction 6 population censuses in 1948.1959, 1969, 1980, 1991 and the 2002 (most recent) Planning for the PHC 2002 started in 1997 with the development of the Census Master Plan The plan also included strategy for data processing PHC 2002 Results showed that Uganda population size then was 24.2 millions

3 Preparations for Data processing started in 2001 (Challenges, successes, technology to use) –A study tour to SA, Kenya, and Zambia After the tour, UBOS opted for the traditional mode of data capture using keyboards. Data Processing The 1991 PHC software used was - imps for capture - CONCOR for editing - TPL for tabulation The 2002 PHC software used was - CsPro for capture - CONCOR for editing - CsPro for tabulation

4 Why manual data Entry? Time left was little (only 12 months) The budget for the equipment and technical expertise The pilot census had used data entry. Needed to redesign the tools which had already been piloted Available expertise to manage traditional data entry method No local technology available to print papers for scanning technology, International procurement for this would be very slow.

5 Data processing personnel It involved about 527, 330 of whom were DEOs (some become supervisors, shift leader and team leaders) The center was headed by a data processing officer and an assistant DPO (permanent UBOS staff). 60 extra data entry operators to capture the post enumeration data were recruited. Data processing took place in a site away from the UBOS premises. A team had 10 people and one was a team leader There was four sections Stores --------- Normal working hours Coding --------- Three shifts Data entry --------- Three shifts Editing and tabulation -----Normal working hours Questionnaire was pre-coded, coders coded only occupation and verified the geo-information

6 Working shifts Three shifts a day for 6 days a week Shift A (from 7.30 am to 2.30 pm); Shift B (from 3.00 pm to 10.00 pm); and Shift C (from 11.30 pm to 6.30 am).

7 Data Entry Started with a summary sheet in October 2002- took one month Then captured the agricultural module (100% verification) Then the Household Module (100% verification and later 20% verification) started in July 2003, Net work was then laid ended in October 2004 Then the The Hotel, MSE and Community questionnaires. (different DEO for this). Training All new data entry clerks were subjected to a one month training to perfect their keyboard skills. Focus of the training was speed and accuracy
