+ How is Distance Learning defined in ABE? According to NRS Guidelines: “Distance education is a formal learning activity where students and instructors are separated by geography, time or both for the majority of the instructional period. “Distance learning materials are delivered through a variety of media including, but not limited to, print, audio recording, videotape, broadcasts, computer software, web- based programs and other online technology. “Teachers support distance learners through communication via mail, telephone, e-mail or online technologies and software.”

+ Different ways to provide DL As a stand-alone, independent means of instruction Blended with direct classroom instruction For many ABE learners, the blended model seems to work best

+ What is the history of DL in Minnesota ABE? Individual consortia have provided DL for several years GED-i, now i-pathways, was the first DL program adopted and supported statewide, followed by Skills Tutor In 2009, the first DL Supplemental Services grant was awarded to St. Paul DL has developed rapidly since 2009, as the Supplemental Services grant focused on professional development, communication with the field, approval of DL platforms, and a range of support activities

Comprehensive professional development (Project IDEAL, Summer Institute, regionals) Information and training on approved DL platforms, and how to record and claim proxy hours Access to Skills Tutor and i-pathways through state-paid licenses Consultation and other support Specialized information through comprehensive website and bi-monthly E-Letter

+ What are the state policies and procedures regarding DL? The state ABE office has had an ABE policy since 2008 It is periodically updated The policy provides a wide variety of essential information for teachers and managers: Describes how ABE DL learners should be assessed; Gives an overview of instructional delivery models; Outlines ABE auditing requirements

+ What is included in the DL Policy? A definition of DL Overview and philosophy of DL in MN ABE Defines the type of contact and proxy hours that may be claimed for ABE instruction Defines assessment requirements for DL learners Provides an overview of instructional delivery models Outlines ABE DL auditing requirements

+ The policy also lists approved DL platforms There are approximately 15 approved DL platforms For each approved platform, the policy lists: Recommended minimum CASAS scores required for eligibility Criteria for claiming proxy hours Number of proxy hours that can be claimed Documentation required for proxy hours
