Volunteers in Police Service The VIPS Program provides support and resources for agencies interested in developing or enhancing a volunteer program and for citizens who wish to volunteer their time and skills with a law enforcement agency.

Volunteers in Police Service VIPS is a partnership between the Bureau of Justice Assistance, Office of Justice Programs, U.S. Department of Justice and the International Association of Chiefs of Police.

Program Goal The goal of the VIPS Program is to enhance the capacity of state and local law enforcement to utilize volunteers.

Program Philosophy Volunteers are used to supplement and support the work of sworn officers and civilian staff.

Program Objectives Learn about promising practices and share this information Increase the use of volunteers in law enforcement agencies Help citizens learn about law enforcement volunteer opportunities Help agencies without a volunteer program get one started

What is a Volunteer in Police Service? An individual who performs service for a law enforcement agency without promise, expectation, or receipt of compensation for services rendered.

Joining the VIPS Network Who is eligible to join: A state, tribal, local, or campus law enforcement agency that offers volunteer opportunities An organization that works in partnership with a law enforcement agency to offer volunteer opportunities How to join: Register at www.policevolunteers.org

Since May 2002 … More than 2,050 law enforcement volunteer programs, representing more than 236,000 volunteers in all fifty states, have registered with the national VIPS Program. This includes 12 campus-based law enforcement agencies and more than 1,500 campus volunteers.

Building Blocks of a Law Enforcement Volunteer Program Introductory course teaches how to implement a volunteer program within a law enforcement agency. 120 minute e-learning course

VIPS in a College or University Setting In 2007, IACP began researching volunteer efforts in college and university settings.
