3 Technological development in digital television 2004: decision on developing a new video compression standard March 2006: decision on developing an upgraded DVB-T standard September, 2009: DVB-T2 standard is adopted. App. 50% increase in bit rate, more than double in transmitter distance July 2012: draft standard for HEVC (H.265) is approved. Double the data compression ratio compared to MPEG4. Expected availability of encoders for 2016 with 30% bit rate saving, and for 2022 with 50% bit rate.* * Source: RSPP Questionnaire on the long term spectrum requirements for television broadcasting in the European Union including the number of TV services, HDTV, interactive services, mobility requirements and the possible introduction of Ultra High Definition Television, Annex 2 6th November, 2012 Regional Regulatory Seminar on Transition to Digital Terrestrial Television Broadcasting and Digital Dividend for Europe, Budapest, Hungary

4 6th November, 2012 Regional Regulatory Seminar on Transition to Digital Terrestrial Television Broadcasting and Digital Dividend for Europe, Budapest, Hungary „SD content appear comparatively inferior in terms of quality” „strong demand for HDTV in the EU” „HDTV technology has become the norm in homes” „consumers are more and more equipped with full HD TV sets” „In order to continue to provide a competitive and attractive DTT platform, DTT services should be delivered to consumers in a full HD format (1080p). 3D should not have a significant impact on the overall DTT capacity requirement.” „4Kx2K UHDTV television broadcasting to the home may find acceptance with in-home television audiences” Source: RSPP Questionnaire on the long term spectrum requirements for television broadcasting in the European Union including the number of TV services, HDTV, interactive services, mobility requirements and the possible introduction of Ultra High Definition Television, Annex 2 Technological development in digital television

7 Possibilities for increasing the data capacity for digital television Using DVB-T system Modification of the current DVB-T system parameters Additional layers by modifying the GE06 Digital Plan Implementing DVB-T2 system Without modifying the GE06 Digital Plan Additional layers by modifying the GE06 Digital Plan 6th November, 2012 Regional Regulatory Seminar on Transition to Digital Terrestrial Television Broadcasting and Digital Dividend for Europe, Budapest, Hungary

8 Not a practical solution Using DVB-T system Modification of the current DVB-T system parameters Additional layers by modifying the GE06 Digital Plan 6th November, 2012 Regional Regulatory Seminar on Transition to Digital Terrestrial Television Broadcasting and Digital Dividend for Europe, Budapest, Hungary Bit Rate (Mbit/s) ModulationCode RateGI/TU =1/4GI/TU =1/8GI/TU =1/16GI/TU =1/32 64-QAM1/214,9316,5917,5618,10 64-QAM2/319,9122,1223,4224,13 64-QAM3/422,3924,8826,3527,14 64-QAM5/624,8827,6529,2730,16 64-QAM7/826,1329,0330,7431,67 Possibilities for increasing the data capacity for digital television

9 Using DVB-T system Modification of the current DVB-T system parameters Additional layers by modifying the GE06 Digital Plan 6th November, 2012 Regional Regulatory Seminar on Transition to Digital Terrestrial Television Broadcasting and Digital Dividend for Europe, Budapest, Hungary 1. Revision of the GE06 Digital Plan – New conference 119 countries are affected ST61 - RRC06 : 45 years between the two conferences. 3-4 years necessary for the preparation Not a realistic solution Possibilities for increasing the data capacity for digital television 2. Modification of the GE06 Plan based on Article 4

10 6th November, 2012 Regional Regulatory Seminar on Transition to Digital Terrestrial Television Broadcasting and Digital Dividend for Europe, Budapest, Hungary Modification of the GE06 Plan based on Article 4 Planning exercise 1 for Hungary Interfering field strength Coverage area for portable outdoor The GE06 Plan uses the 470-862 MHz band with high spectrum efficiency No chance for replacing many „lost channels above 60” with new ones Possible solution: extension of GE06 allotments for the neighbouring ones System: DVB-T Channel: 46 Modulation: 64QAM Code Rate: 3/4 GI/TU: ¼ Reception mode: PO

11 Extension of GE06 allotments – Planning Exercise 2 completing 6 DVB-T layers 6th November, 2012 Regional Regulatory Seminar on Transition to Digital Terrestrial Television Broadcasting and Digital Dividend for Europe, Budapest, Hungary 41 40 38 34 26 Steps: 1. Draft plan based on GE06 allotment plan 2. Negotiation, modifications, 3. Negotiation, modifications, x. Agreement on the draft plan with the neighbours x+1.. Planning of the transmitters ’parameters x+2. Compatibility analysis with the GE06 Plan entries n-1. Negotiation, modifications, negotiation, ….. n. Agreement on the parameters The negotiations are ongoing
