8 Commission on Teacher Credentialing Ensuring Educator Excellence Standards 10 and 11: Special Class Authorization   Optional Standards for TL programs that elect to recommend for new Special Class Authorization   Two standards for new SCA – program designs course(s) to meet new standards   Standards focused on departmentalized course content and pedagogy for teaching the new content

9 Commission on Teacher Credentialing Ensuring Educator Excellence Standard 10: Information and Digital Literacy as Academic Content Areas The program provides opportunities for candidates to demonstrate their knowledge of information theory and digital literacy, including the nature, architecture, and cycle of information, technology resources and tools. Candidates model information literacy: how to access, evaluate, process, use, integrate, generate, and communicate information. Candidates demonstrate competency in transliteracy.

10 Commission on Teacher Credentialing Ensuring Educator Excellence Standard 10: Continued Candidates articulate how formats and communication channels impact information and how information and ideas are processed and transformed using digital tools. Candidates model and communicate ethical, legal and safe use of information and technology, including digital citizenship. 10

11 Commission on Teacher Credentialing Ensuring Educator Excellence Standard 11: Pedagogy of Information and Digital Literacy in Multiple Learning Environments The program provides opportunities for candidates, using both traditional and digital methods, to design and provide curriculum in information theory and digital literacy to enable students to process information purposefully, ethically and effectively. Candidates assess student interactions and learning and develop interventions to optimize student learning.

12 Commission on Teacher Credentialing Ensuring Educator Excellence Standard 11: Continued Candidates implement and evaluate developmentally appropriate content instruction, including different formats and venues (e.g., face-to-face, distance learning, and other digital environments) for diverse student populations. 12

14 Commission on Teacher Credentialing Ensuring Educator Excellence Revised Teacher Librarian Services Credential Authorization   Revisions for all current and future holders of TL Services Credential   Prepared and authorized to instruct students in accessing, evaluating, using and integrating information and resources in the library program; plan and coordinate school library programs with the instructional programs of a school district through collaboration with teachers; develop programs for and deliver staff development for school library services…(see references for full authorization text) 14

15 Commission on Teacher Credentialing Ensuring Educator Excellence 15 Special Class Authorization Purpose   Provides option for Teacher Librarians to provide instruction as teacher of record in departmentalized classrooms for content related to TL preparation   Available 30 Days after regulations are approved by Office of Administrative Law (OAL)

16 Commission on Teacher Credentialing Ensuring Educator Excellence SCA Authorization Prepared and authorized to provide departmentalized instruction in information literacy, digital literacy, and digital citizenship to students in grades 12 and below, including preschool and in classes organized primarily for adults 16

17 Commission on Teacher Credentialing Ensuring Educator Excellence Information Literacy Definition Knowledge of the nature, architecture, and cycle of information. The ability to access, evaluate, use and integrate information and ideas found in print, media, and digital resources effectively, enabling students to function in a knowledge-based economy and technologically oriented society. 17

18 Commission on Teacher Credentialing Ensuring Educator Excellence Digital Literacy Definition A lifelong learning process of capacity building for using digital technology, communications tools, and/or networks in creating, accessing, analyzing, managing, integrating, evaluating, and communicating information in order to function in a knowledge-based economy and society. 18

19 Commission on Teacher Credentialing Ensuring Educator Excellence Digital Citizenship Definition An understanding of the ethical, legal and safe use of information and technology. Respect for copyright, intellectual property, and the appropriate documentation of sources including the ability to differentiate between legal and illegal uses of information and sources so that students learn to apply responsible research practices. An awareness of local and global societal issues and responsibilities in an evolving digital culture, digital etiquette, and responsible social interactions related to the use of technology and information. 19

20 Commission on Teacher Credentialing Ensuring Educator Excellence Completes additional content for Special Class Authorization Earns new Special Class Authorization Added to Current TL Services Credential Holds a Teacher Librarian (TL) Services Credential 20

21 Commission on Teacher Credentialing Ensuring Educator Excellence Equivalency   Commission-approved TL program offering the Special Class Authorization may determine equivalency for course(s) based on SCA standards   Documentation of the reason for the equivalency must be kept by the approved program in the individual’s file 21
