Every Newborn Global Action Plan - Group 4 Vision and Goal Vision: Option 2 preferred – a more positive framework: A world in which preventable maternal and newborn deaths and stillbirths are averted, childbirth is celebrated, and babies thrive. Goal: Option 2 preferred (with minor modification) Achieve equitable and effective coverage of essential interventions for maternal and newborn health.

Every Newborn Global Action Plan - Group 4 Key Theme 6 Count Every Newborn - Measurement, Oversight and Accountability Opening Paragraph: Commission on Information & Accountability for Women’s & Children’s Health Indicators of Commission may not be not be aligned with policies and guidelines (e.g. post-natal visit at 24 hours and 3 days, vs. 48 hours) Missing links to International conventions and laws that have been ratified by UN member states “Governments and partners…” add: “and communities” Add to “end preventable newborn deaths” “and promote health and well-being of pregnant women and newborns by improving maternal and newborn health programs”

Every Newborn Global Action Plan - Group 4 Key Theme 6 Count Every Newborn - Measurement, Oversight and Accountability Action 1: Define newborn indicators… Change “newborn indicators” to “newborn and perinatal” Action 2: Institutionalize and promote birth and death registration… Change to: Implement national systems for registration of all births and deaths. (i.e., delete reference to “care”) Action 3: Implement maternal and perinatal death surveillance… Add to Action: …maternal, perinatal, “and neonatal” death surveillance

Need to use more general language for survey, surveillance, and program evaluation methodologies. Use more general language that can capture the many important measurement issues (e.g. measure burden of disease, death, and disability, track coverage, health outcomes, quality, service delivery, care seeking, health behaviors, risk factors, program impact) Include timely reporting of progress on internationally- recognized obligations General Comment: Specify and clarify the actors of the actions
