Training Levels Level 1 – Core Knowledge Competencies

Parts of Level 1 & 2 occur at the same time (see timeline at top), and if you think about it, it makes good sense to get as much training done early in the arrival time frame as possible, the reason Level 2 could last 180 days, is completion of Level 2 requires participation in a major exercise. Level 1 Curriculum Introduction to NORAD-USNORTHCOM

Mandatory Annual Training (MAT)
Mandatory Annual Training (MAT) is assigned to all N-NC personnel on 1 Jan with completion by 31 Mar: Combating Trafficking in Persons DOD Information Assurance Operational Security Information Security Antiterrorism Level 1 Security Education Training Other training: Constitution Training (US DOD mil/civ- Public Law ) Network Security Focus Day Excerpt from Public Law SEC (a) The head of each Federal agency or department shall— (1) provide each new employee of the agency or department with educational and training materials concerning the United States Constitution as part of the orientation materials pro-vided to the new employee; and (2) provide educational and training materials concerning the United States Constitution to each employee of the agency or department on September 17 of each year. (b) Each educational institution that receives Federal funds for a fiscal year shall hold an educational program on the United States Constitution on September 17 of such year for the students served by the educational institution. Level 3 Education Program
Purpose of Level 3 is to develop a broad knowledge base for NORAD and USNORTHCOM personnel Programs: Graduate Certificate in Homeland Defense Program 30 seats at University of Colorado, Colorado Springs 4 Courses (12 weeks/course) Masters Degree in Security Studies (HLS/D) Program 4 seats/year at US Naval Postgraduate School 18 month program 2 weeks at NPS each quarter; Remainder via distance learning DSCA Special Area of Emphasis (SAE) Professional Education Guest Speaker Program (quarterly) Cornerstone Enlisted Joint Professional Military Education (EJPME) Program

What is a Learning Management System? Stress: System that supports training! Transforms N-NC into a learning organization, one that is the knowledge of the personnel in this organization will change dynamically along with mission evolution. Planning transition to JKO LMS ~ Jan 2010

LMS New User In Processing
New N-NC personnel Obtain NIPR access & Automatic data sync User account created automatically User Id Default Pwd Directorate Web interface to user list Key: Start Date User Input Verify data in LMS When new personnel arrive at Northcom, as part of their in processing they obtain a user account on the NIPR network and an address. During a nightly job, the LMS data synchronization tool queries the Active Directory database for new user account data. The tool then automatically populates the tables in the LMS database to create new user accounts: a user identification is established with the initial default password, along with address and a start date, and the directorate or special staff assignment. The data sync has a web interface which lists the new user accounts created in the LMS. The LMS administrators review the web interface and verify the data entered in the LMS for the new user account is correct. They then assign the Level 1 training and N-NC mandatory annual training and send a welcome letter to each new user. Upon receiving the welcome letter, the user then has the information to login and begin registering and completing their Level 1 training. Tier 1 Exercises – Full NORAD-USNORTHCOM Battlestaff Exercises, Joint Exercise Program Tier 2 Exercises – NORAD Region/Sector exercises; NORTHCOM Subordinate Command exercises Tier 3 Exercises – USNORTHCOM Sponsored Tabletop exercises Tier 1 Exercise Descriptions (Tier 2 are essentially smaller versions of these) AMALGAM PHANTOM - A NORAD-USNORTHCOM large-scale live-fly exercise involving all NORAD regions. USNORTHCOM participation will focus primarily on BMD play. ARDENT SENTRY - A NORAD-USNORTHCOM exercise focusing on Defense Support of Civil Authorities with a secondary focus on Homeland Defense and asymmetric air threats. VIGILANT SHIELD - Main focus will be on Homeland Defense NORTHERN EDGE - Capstone event for the State of Alaska’s Homeland Security exercise plan and NORAD-USNORTHCOM and JTF-AK operations in support of the State of Alaska’s plan. Multi-agency and multi-level exercise with major CBRNE incidents, as well as homeland defense and disaster events. Table Top Exercises 9-10 SEP 09 NOVEL STRAIN (PAFB): Pandemic Influenza TTX intended to validate and refine plans between NORAD and USNORTHCOM and other stakeholders. It will incorporate the five RJTFs and a PFO representative for validation purposes. 22-23 SEP 09 TEAM SPORT II TTX (COS): V2010 Preparatory: cross-border employment, interagency coordination, and maritime security. 13 OCT 09 SOLEMN EAGLE TTX (PAFB): Noble Eagle One (ONE) shoot-down incident. Focus will be on ISR requirements, reporting procedures, major stakeholder coordination, consequence management and strategic communications in the wake of an ONE shoot-down incident. May also examine cross border issues. 17 NOV 09 ARMADA GRANDE TTX (PAFB) Description: U.S. and Mexican Navy (SEMAR) TTX to explore common goals and improve cooperation with international partners. Also, identify information sharing possibilities, policy barriers, and examine technology integration issues.

LMS User Summary Screen
Highlighted in this User Summary screen are the fields automatically populated by the LMS. The Assigned Courses are grouped together via “jobs”. Jobs can be created for any grouping of courses, including Level 2, mandatory annual training, service-specific courses, or special programs such as EJPME or AOPME, and assigned to the appropriate personnel. Assigned jobs containing required courses

Tracking Progress Export report to Excel
Manager page shows percent completion by course for the personnel you manage. Managers can instantly view progress on assigned courses on their Manager page. They can view progress by course or by user and drill down to the details. Both the Summary view (shown here) and the Details view can be exported to Excel. Managers see only data based on the people they manage (for example, the percent of J7 users who have completed a course). Managers can also create customized reports in Report Manager mode. Click Details link for names of people who have not completed the course.

UNCLASSIFIED DOD DSCA Training DSCA: 14/yr 3-phased course Target Audience: NC J3, J4, J5, J7, NORTHCOM SJFHQ, SG, IC & WO DOD/Interagency/NG/ intergovernmental DSCA ES: 4/yr; 18 students Target Audience: O-8 and civilian equivalent Federal, State, Local, Private and Multi-National reps DSCA State/Region: 17/yr State Emergency Managers and Regional FEMA leaders DSCA Senior Executive Seminar (SES): 5/yr Gov and TAG-Course at NORAD USNORTHCOM The DoD DSCA Course is conducted 18 times a year via MTT and in-residence courses in San Antonio. The intent is to provide a strategic overview of the DSCA mission to our target audience - DoD personnel, federal agencies as well as local and state governmental officials. USNORTHCOM provides course guidance and directorship, while ARNORTH executes the training. The course is conducted in three phases beginning with a web-based course designed to bring all students to a baseline of knowledge on the DSCA mission. The resident course is comprised of 4.5 days of instruction consisting of academic classes and interactive exercises. The third phase consists of a post-course continuing education program and updates via electronic mail and on-line postings in order to keep graduates current. SLIDE UNCLASSIFIED
