Sustainability and Best Management Practices Environmental Remediation Russell Downey Pfizer Global Engineering 5 November 2014
2
General Principals Plan with the end in mind Consider carbon footprint and sustainability in technology screening and remedy selection To the extent possible preserve and enhance the assets of the property and create opportunities for beneficial reuse Seek opportunities to incorporate green remediation techniques in the design and implementation phase Ensure future use is consistent with the site’s location in the community and in nature
3
Pharmacia & Upjohn Company LLC Site North Haven, CT 140 years of industrial uses Located adjacent to a river Onsite stockpiling of wastewater sludges Soil and groundwater contamination
4
North Haven Project Goals To implement a remediation program that is protective of human health and the environment To ensure that site remediation activities facilitate reuse and redevelopment of portions of the property To preserve and enhance the ecological assets of the property in a manner that creates value in the Quinnipiac River regional ecosystem To position the property as an asset to North Haven and the Quinnipiac River region
5
Sustainability in the Feasibility Study Phase Considered sustainability in the feasibility study and remedy selection process Overall chemical mass removal Impacts to community Compare carbon footprint of technologies and long-term O&M Use resources efficiently with focus on sustainability Beneficial reuse of Site Public support for remedy In-Situ Thermal Treatment a significant component of the selected remedy
6
Additional BMPs during remedy implementation –Managed drill cutting, sediment, and excess soil under on-site caps, rather than off-site disposal Green Best Management Practices Used ground granulated blast furnace slag – a repurposed manufacturing byproduct - for hydraulic barrier wall construction; avoiding the use of bentonite, a natural resource The subsurface cutoff wall component reduced long-term groundwater extraction rates by 50%
7
Economic BMPs Local buying commitment Local job creation Market based and stakeholder driven re-use planning process Redevelopment opportunities Economic Green BMPs
8
60 acre ecological restoration –Reestablished lost habitat –Creation of on-site wetlands –Selected re-vegetation requires minimal mowing 17-acres designate for economic development Sustainability in Reuse Plan
9
EPA Recognition of Achievements
10
American Cyanamid Superfund Site 575 original acres 140 acres redeveloped in late 1990s 424 acres remain in Bridgewater 11 acres in Bound Brook
11
Sustainability Considerations Long history of industrial uses; complicated site Seasonal and severe flooding impacts both remediation options and future use Portions of the property include floodplain forest and other habitats worthy of preservation / restoration Remedy selection and implementation should minimize impacts to flood storativity Groundwater extraction and treatment will be a long-term ongoing component of the remedy Smart use of resources (energy, imported materials)
12
Project Objectives To implement a remediation program that is protective of human health and the environment; To ensure that site remediation activities facilitate reuse and redevelopment of portions of the property; To preserve and enhance the ecological assets of the property in a manner that creates value in the Raritan River regional ecosystem; To position the property as an asset to the local community and the region; and To make a portion of the property available for development upon completion of remediation.
