Objectives To enable the UK Fire Service to provide an effective response to large scale-incidents of the magnitude of the attack on the World Trade Centre on September 11 2001. Preparedness for the full range of scenarios through which terrorist activity is envisaged to occur. A cohesive and robust mutual aid network including strategic communications. A credible mass decontamination capability. Effective urban search and rescue capabilities.
