© Trivector MORE THAN JUST PARKING – MM IN EARLY STAGES ECOMM Utrecht, 20-22 May 2015 Caroline Mattsson, Trivector caroline.mattsson@trivector.se
2
© Trivector SUSTAINABLE TRANSPORT AND CITY PLANNING Planning that increases accessibilty and reduces the need to use car Localisation of housing and workplace areas and making sure the conditions for public transport, biking and walking are good defines and affects how people travel also in later stages. Densification of a city increases the accesibility and competitiveness of public transport, cycling and walking. Localisation along public transport routes are usually a good strategy, …as well as combining parking management and mobility management 2

© Trivector 3 FLEXIBLE PARKING STANDARDS
4
© Trivector DETAILED PLANNING MUNICIPALITY OF ESKILSTUNA 4
5
© Trivector A NEW PARKING POLICY SETTING THE SCENE! Flexible within a range, 0-6 places per 1000 m2 Starting point: 4,5 places Negotiation between city and developer decides final number of parking places: ‒ Localisation ‒ Public transport supply/distance ‒ MM actions ‒ Parking fees ‒ Green travelplan 5
6
© Trivector CHALLENGES Start negotiations at the right level Make developers understand they must do ”other measures” if no parking is built Create internal routines between planning department and building department Follow-up, how? 6 !
7
© Trivector 7 GREEN PARKING PAY-OFF
8
© Trivector UMEÅ – PARKING PAY OFF WITH GREEN TRAVEL PLAN How to make developers take responsibility for the transport needs to a building in other ways than just offering car parking? 8
9
© Trivector PARKING PAY OFF IN BUILDING PERMIT MUNICIPALITY OF UMEÅ The developer can get a 40 % reduction from the parking norm for work place parking places if the following is fulfilled: ‒ Offer facilities for cycling commuters, changing rooms and warm parking. ‒ Offer membership in a car sharing company ‒ Communicate sustainable travelling to employees ‒ Support improvements in public transport, mobility manager 9
10
© Trivector CHALLENGES To make developers take responsibility for the transport needs to a building in other ways than just offering car parking Find the right level of ” Communicate sustainable travelling to employees” 10 !
11
© Trivector 11 AGREEMENTS AND NEGOTIATIONS
12
© Trivector PLANNED EXPANSION REQUIRE NEW DETAILED PLAN – CHALMERS, GÖTEBORG Developers: 3650 employees today + 4000 new Demands from the city: Car traffic must not increase Common vision: Maintained attractive area
13
© Trivector RESULTS Agreed main stakeholders in the area and the city have a common responsibility Agreed how traffic to the area should be monitored Agreed every stakeholder must implement measures if the goal will be met And… Green travel plan Statement of intent Contract
14
© Trivector 14 City of Göteborg ‒ Accept the new goal ”no new parking lots” instead of ”no increase in car traffic” ‒ Improve kapacity in public transport, especially at tram stop Chalmers ‒ Put public bicycle station at Chalmers Chalmersfastigheter & Akademiska Hus (developers) ‒ Not increase the total amount of parking lots ‒ Regulate parking fees to the same level as surroundings Chalmers Technical University ‒ Improved bicycle parking ‒ Campaigns, advice and information ‒ Regulate parking fees at campus BITTER MEDICINE FOR ALL USEFUL FOR ALL
15
© Trivector CHALLENGES Unknown area that needs to be explored: possible ways of agreements between municipality and developer Implementation agreement with quality programme ‒ Land use contract or exploitation contract Agreement in building permit Regulations in detailed plan Negotiation is the key! 15 !
16
© Trivector 16 INVOLVING DEVELOPERS
17
© Trivector IDEA BOOK FOR DEVELOPERS, LUND Inspiration, ideas, good examples ‒ 2.1 The nicest room for pedestrians ‒ 2.2 Attractive cycle paths ‒ 2.3 Good-looking and functional bike parking near entrances ‒ 2.4 Collect parking and co-use surface ‒ 2.5 Priority to green vehicles ‒ 2.6 Make parking costs visible ‒ 2.7 Simple and smooth to use car sharing ‒ 2.8 Identity, information and marketing ‒ 2.9 Shaping the surrounding area 17
18
© Trivector CREATING ACCEPTANCE Objective to create understanding and acceptance Seminars with politicians, cross-sector discussions Breakfast meetings with developers and constructors MaxLupo simulation workshops – guidelines serves as support 18 P P P 300 m Hpl Hpl (0-alt) New bus stop! As far to the parking as to the bus! Short distance Ped/C
19
© Trivector 19 EFFECTS, RECOMMENDATIONS AND CHALLENGES
20
© Trivector INCLUDING MM, WALKING, BIKING AND PUBLIC TRANSPORT IN EARLY PLANNING CONTRIBUTES TO… Increased understanding of benefits of sustainable transport Increased sense of responsibility and participation from partners Smoother planning process Cheaper for constructors More secure and attractive surroundings More effective land use More equal transport system 20
21
© Trivector CHALLENGES 21 ! ! ! ! ! ! Bicycle measures are easier to work with towards developers than MM-measures Building permit department is unsecure of how to act – internal organisation and routines Bicycle parking standards is too high according to developers Follow-up of agreements to secure a good level of parking How to act if developers don’t fulfil the agreements? How to market a service or solution provided by a private company? How to communicate MM all the way to the user
22
© Trivector SOME RECOMMENDATIONS… Involve and anchor broadly – with people from different parts of the planning process Find support in strategical documents – A common vision makes the process easier Show profits – economical, environmental, traffic safety, land use, time savings, attractivity, health, etc. Discuss and negotiate parking standards, alternatives to parking and MM Test and try Exchange experiences – that will make arguments stronger Be realistic – take into account location, accesibility to public transport and cycling, car use, development pressure, etc. 22
23
© Trivector 23 General/strategical planning Comprehensive planning Detailed plan Detailed comprehensive planning Planning program Land allocation Building permit Building and operation National transport policy objectives SWEDISH MUNICIPAL PLANNING PROCESS
