3 CAPACITY 21 Mandate Strengthen capacity for Agenda 21 implementation i.e. assist developing countries build their capacity to integrate the principles of Agenda 21 into national development.

4 CAPACITY 21 Principles 4 integration of planning processes across sectors (horizontal) and between levels of government (vertical); across space (geography); and across time (intergenerational); 4 participation from a diverse range of stakeholders to ensure that all interests in society are represented in the identification of needs, prioritization and implementation of planning objectives; and 4 information sharing across sectoral departments, between levels of government and with a broad range of stakeholders, for more comprehensive and integrated planning.
