Comprehensive Explanation ESSIP Plan 2014 / Overview LSSIP 20133 This ECAC wide objective aims at: Improving the collaboration between the NM, ANS providers, airports and airspace users in filing and distributing flight plans, Assist airspace users in filing their flight plans and in re-routings according to the airspace availability and ATFM situation. Improve flight plan distribution to increase consistency of flight plan data amongst all parties involved (IFPS/ETFMS, ANS Providers).

What is new or has changed since LSSIP 2013 ESSIP Plan 2014 / Overview LSSIP 20134 SLoAs ASP01 and ASP02 have been finalised.

Most important SLoA(s) ESSIP Plan 2014 / Overview LSSIP 20136 ASP04 Processing of APL and ACH messages, ASP05 Automatically provide AFP for Missing flight plans, ASP06 Automatically provide AFP message for Change of route, ASP07 Automatically provide AFP message for a Diversion, ASP09 Provide AFP message for a Change of requested cruising level. Each SLoA should be fulfilled in accordance with the relevant provisions of the CFMU Flight Progress Messages document

Finalisation Criteria and Closed Questions ESSIP Plan 2014 / Overview LSSIP 20137 Automatic processing of: Flight plan messages in ICAO format FPLs derived from RPLs ATC system able to receive and process flight plan data from IFPS in ADEXP format Processing of APL and ACH messages Automatic generation and provision to NM of the AFP messages in ADEXP format for: Missing flight plans Route changes Diversions Changes of aircraft type Changes of aircraft equipment

ESSIP Report 2013 ESSIP Plan 2014 / Overview LSSIP 20138 Objective late, with a slight improvement in its implementation since the previous reporting period. The States yet to implement the most essential SLoAs of this objective have shown a sound commitment to do so. However, the likelihood of implementing all SLoAs still remains low. The implementation of the objective involves a certain level of investments; it is done through the planned upgrades of current ATM systems or the installation of the new ones. At the same time stakeholders do not recognise direct benefit from implementation. The implementation is not progressing as expected resulting in: An inefficient use of the available Network capacity Late provision of flight plan updates to ATC

Objective Coordinator’s Analysis, recommendations, tips & tricks ESSIP Plan 2014 / Overview LSSIP 20139 Implement the most important SLoA(s) Pay attention to the need for automation of the AFP message Amend the progress status if necessary For partial completion of the objective be more specific on what has been completed and the prospects for the rest of the SLoAs. Ensure that there is an effective link with the NM and the information on the implementation originates from a ODSG member.
