3. What is unemployment?
Unemployment occurs when a person is available and willing to work but currently without work. The prevalence of unemployment is usually measured using the unemployment rate, which is defined as the percentage of those in the labor force who are unemployed.

8. Why is unemployment a serious problem?
mismatches between demand and supply of laborers with the necessary skillset,
induced by disruptive technologies or globalisation,
an economy with high unemployment is not using all of the resources,
 operating below its production possibility frontier,
during a long period of unemployment, workers can lose their skills,
high unemployment can encourage xenophobia and protectionism as workers fear that foreigners are stealing their jobs.

encourage foregin investors,
development small and midle company,
using subsidies,
support making new workplaces,
