5 5 COTES Today COTES is registered as one out of six certified by INTER RAO UES engineering service providers. COTES is a member of Fenix Consortium. Being there a leading design institute it deals with development of the comprehensive fly ash disposal system at all power plant process stages — from coal feeding into the boiler to shipping of quality slag and ash material to clients. COTES is a strategic partner of Pöyry, an international engineering and consulting company. COTES participates in the Far East and Siberia Federal Development Program, being a General Designer at several RusHydro and RAO ES of Vostok projects. COTES is a participant of Gazprom-Energoeffekt partner program aimed at implementation of energy efficient solutions in the large scale power industry, as well as industrial power sector and housing and utility sector.

6 6 COTES Initiatives COTES is vigorously involved in activities of the Advisory Board under the Chairman of Energy Committee in the State Duma, the Russian Federation Federal Assembly COTES is one of the originators wishing to found the regional center devoted to engineering in the power industry. Its projects will be aimed at increase of energy efficiency and a comprehensive development of the distributed power generation. COTES is a member of Novosibirsk Chamber of Commerce and Industry; since 2014 it has been chairing activities of the Committee on Energy and Resource Saving

7 Innovations The circular furnace enables our clients to: Reduce boiler height (by 30- 40%); Ensure slag-free cost efficient combustion of decker coals; Reduce NOx emissions through more intensive mixture formation and in-furnace gas circulation; Facilitate design of boiler building and supporting structures through the installation of a large central pylon inside the inner shaft. 10 Today, COTES is implementing projects in Russia, Kazakhstan, and the Eastern European countries. Most of the projects in Russia are carries out in the Urals, Siberia, and the Far East. As of today, around 130 power plants with their total capacity exceeding 70 GW operate here, and many of those require upgrading. Kazakhstan is another crucial market for the company. Today, COTES is implementing projects in Russia, Kazakhstan, and the Eastern European countries. Most of the projects in Russia are carries out in the Urals, Siberia, and the Far East. 18 Cutting Edge IT-solutions To implement all engineering activities — from design to commissioning— COTES applies the most up-to- date internationally recognized software and equipment. Software for 3D PDMS by AVEVA allows us to dramatically cut the time needed for drawing development, calculations, and enhance documentation quality avoiding errors and collisions. In 2015, COTES representative took the first prize in AVEVA MAGISTER competition. The competitions is aimed to find the most advanced user of the software. E3.Series allows us to decrease period required for development and issue of drawing packages for electric and automation; it ensures possibility for user groups to work simultaneously on a real-time basis. Software for project management enables management of design activities, online control and monitoring of business processes, and creating of project reporting system. ElectriCS 3D is used for automated (automatic and interactive) routing the cables of different types during design, rehabilitation and maintenance of buildings, structures, and open areas.

19 Equipment COTES possesses a complete fleet of the required equipment and measuring tools for equipment testing and instrument inspection: pressure transmitters; pressure difference transmitters; resistance temperature detectors; gas analyzers, micropressure gauges, pyrometers, temperature transducers, etc. A special measuring system (mibile DCS) for thermal testing of equipment was designed and constructed upon our request; using this system the engineers are able to monitor and record over 130 parameters every second. 20 20 Integrated Fenix system means the following: 1. Research of all types of fly ash and bottom ash from a specific power plant to check the stability of ash parameters, as well as the factors which this stability relies on. Identification of the ways how to use this ash in industry, construction and agriculture. Shaping of the market outlets within 500-1000 km from the power plant. 2. Design - Preparation of the design of dry ash handling system with the objective to sell this ash to consumers - rather than to dispose of it using ash dumps - applying some cutting-edge technologies and equipment. 3. Construction of ash handling system through the application of the most state-of-the-art and efficient methods under conditions of operating power plant. 4. Marketing - Organization of marketable ash sales to consumers. Consortium Fenix brings together professionals from the energy sector, cement and construction industry. The synergistic effect of this combination has made it possible to create a product that, until recently, was not available in the Russian market, namely, integrated handling system for ash produced by power plants. The system was called Fenix.

21 21 By combining the expertise and competences of the two companies, C&S is able to offer its clients high professional and technical level of services, international experience and expert knowledge of characteristics of both Russian and Chinese equipment and power systems, application of new high- performance environmentally friendly innovations while strictly observing relevant national regulations and standards. The expertise and competences of a joint team is the key to successful implementation of integrated projects for turn-key construction of energy facilities under EPC and EPCM contracts. Engineering Company C&S is a joint Russian-Chinese venture set up by two large engineering companies from Russia and China: COTES and SDEPCI.
