EASA Rulemaking Process – Overview
Phase 1: Programming Phase 2: Rule development Decision 4-year Rulemaking Programme Opinion This is the overview of the rulemaking procedure. On the left we see the incoming proposals from different sources. In the programming phase we assess and prioritize the proposals, consult with TAGs/RAG/SSCC to produce the 4-year rulemaking programme. Certain proposals may also be rejected at this stage, for example if they are already handled by another task or if they fall outside the remit of the Agency. So, the final product of the EASA rulemaking procedure is either a Decision or an Opinion. Agency Decisions are directly applicable to the sector. Opinions, however, are addressed to the European Commission to be used in the legislative process of the European Union. What to do when? How to do it? 16/05/2015 EUFALDA general assembly
