6 NC Read to Achieve 7 Components 1. Comprehensive Reading Plan 2. Developmental Screening and Kindergarten Entry Assessment (KEA) – Begins 2014-15 3. Facilitating Early Grade Reading Proficiency 4. Elimination of Social Promotion 5. Successful Reading Development for Retained Students 6. Parent/Guardian Notification 7. Accountability Measures

7 Successful Reading Development at JCE Superkids in the primary grades. Whole group, small group, individual instruction Double Literacy Blocks 30-40 minutes, 3-4 times a week 90 minutes of daily literacy instruction Words Their Way for spelling/word work/vocabulary STAR/ACC Reading Practice Program Guided Reading Groups with leveled texts Focused Reading Professional Development in Close Reading Exercises, Making text connections- Resources used include Big Universe online library, Reading A to Z, Fountas and Pinnell, ½ time Literacy Facilitator Formative Assessment with reteaching Read Aloud/Think Aloud, Shared Reading, Independent Reading, Guided Reading, Responding to Reading(writing) Reading across the curriculum in science and social studies

9 NC Read to Achieve Good Cause Exemptions 1.Limited English Proficiency (less than two years) 2.Students With Disabilities (IEP indicates alternative assessment and reading interventions) EXTEND 1 only 3.Demonstrate proficiency on alternative assessment RtA Test 4.Demonstrate proficiency through reading portfolio 5.Previously retained more than once and have received reading interventions

14 Portfolio Passage Guidelines Approximately 56 opportunities between now and EOGs District will hold back 5 passages from each standard to be used in Summer Reading Camp and/or Fall of 4th grade for “label retained” students Attempts will be made to match informational passages to standards being taught in Science and Social Studies as indicated in the SDDs Portfolio passages are not recorded for a grade

15 If they are still not proficient… Did not pass the EOG Did not pass the Read to Achieve Test Did not pass the necessary number of portfolio passages Then…..

16 Optional Summer Reading Camp 3 hours a day, 4 days a week, 6-8 weeks long Camp will give additional reading support Students will be working toward achieving the necessary portfolio passages and take the RtA test again if necessary at the end of camp If still not proficient then possible placement in a 3 rd /4 th combination class If students don’t attend summer reading camp they are retained in 3 rd grade

17 This flow chart describes the procedure for students at the end of their third grade year. Students take the 3rd-grade EOG If they are proficient, they are promoted to Grade 4 If they are not proficient, they may qualify for a “good cause exemption” and be promoted to Grade 4 (see list of good cause exemptions on page 9 of the guidebook) If they do not qualify for a “good cause exemption”, then they make take a retest of the EOG (different form) and/or the Read to Achieve test If they are proficient on one of these assessments, they are promoted to Grade 4 If they are not proficient on one of these assessments, they are enrolled in summer reading camp If a parent decides not to enroll the student in the Summer Reading Camp, then the student is retained in third grade If the student attends and completes Summer Reading Camp, then they may achieve proficiency by passing the Read to Achieve test OR by passing with a complete reading portfolio (contents and structure to be determined) If they are proficient by either means (test or portfolio), then they are promoted to Grade 4 If they are still not proficient, then the student moves to the next school year with a “retained” label on their records in PowerSchool
