Study focus is shifting part-time K-12 and higher ed employees to Exchange April 2015 Washington Health Benefit Exchange 2/4 K-12: State provides funds to local school districts Higher ed: Covered through PEBB if work more than 80 hours/month Exchange created to implement Affordable Care Act Study looks at feasibility and costs of shifting part-time employees to Health Benefit Exchange What are possible administrative, legal, and policy issues?

Phase I: Is data available to compare employees’ costs and coverage? What data is available? If there are gaps, how can they be addressed? What data is needed? Depending on information available, Phase 2 would develop detailed cost comparisons between existing plans and Exchange April 2015 Washington Health Benefit Exchange 3/4
