European Territorial Cooperation – Status Quo Evidence on what ETC delivers for Europe still vague and not heard on policy levels -> EC proposal to increase funding for ETC has not been supported by the Council. BUT it is also difficult to find out from Programme reports! The funding envelope for ETC in the 2014-2020 MFF is very much the same as in 2007-2013 -> MORE (bigger impact) will have to be delivered with LESS money Programmes have started programming – to enable change, additional guidance and certain common agreements would be helpful

Ex-post Evaluation of INTERREG III Only around half of the programmes focussed their financial resources on a limited number of priority topics (Strand A) Programmes generally adopted broad intervention strategies which did not concentrate financial support on a limited number of priority topics (Strand B) Mixed results were obtained with regard to improving the effectiveness of instruments for regional development and cohesion policies. (Strand C)

Focus on absorption and processes - current programmes are often just designed to spend Indicators are numerous, but not meaningful or appropriate Difference monitoring – evaluation not clear. Shortcomings in knowledge of evaluation methods Consequently, it is difficult to demonstrate value and achievements of the policy

What is proposed for 2014-2020? More concentration – to maximise effects A renewed focus on Programme intervention logic A focus on results (not only spending) Better gathering of basic data on outputs Integration of evaluation into the whole policy cycle

What do ETC programmes deliver? New and maintained jobs Support to business development 18.000 km of roads, routes, railways etc Investments in environment, waste management, energy efficiency BUT Similar outputs are delivered also by the Objective 1 and 2 programmes. Why finance the same under ETC?

ETC programmes also produced New and extended cooperation networks Cooperation agreements Joint cultural, natural, urban and rural actions Trainings and events with half a million participants BUT What has changed as a resulted of these for the people and businesses in the programme area?

Conclusions and recommendations Reiterate the added value of ETC to the Europe, respect its limited size Clarify the role of ETC in delivering Europe 2020 and eleven Thematic Objectives When setting ambition level towards programmes, take into account the maturity of cooperation Amend common output indicators list for the ETC Encourage use of new approaches to capture integration and cohesion, attitudinal and behavioral change and to measure change in organisational / regional performance No definition of territorial cohesion exists. No indicators have been used so far to measure it Explore what generic ETC specific information can be collected to illustrate the achievements Encourage programmes to carry out impact evaluations Embed programmes in wider strategic frameworks – i.e. macro-regional, sea basin, Euroregion, other strategies; apply strategy indicators, evaluate programmes as part of strategy evaluation Engage scientific community, programme evaluators in developing monitoring frameworks and exploring ETC specific factors – i.e. integration, territorial cohesion Collect the relevant additional evidence from projects – start NOW! Typology is a ready made solution for this Future programmes need focus & critical mass – this calls for stronger top-down guidance and leadership

European Territorial Cooperation programmes contribute to the overall (economic, social / societal and territorial) cohesion of the EU by supporting cohesion of respective cross-border or transnational programme areas and by working together with shared assets and/or common challenges EU level vision & strategic framework Vision / strategy and mission for the programme area Clarification of ETC objective

Types of change (=results) ETC delivers Integration related: common identity; integrated services, business & education frameworks; common branding; improved cross-border flows & accessibility; territorial governance; cooperation on community level Investments in physical, economic and social infrastructure (filling in the gaps); in environment; in common assets; preparation of such investments; development of solutions for joint challenges Performance related: improved organisational / governance capacity; improved regional peformance
