environmental emergency wastewater collection/evaporation ponds of Khimprom and Kaustic companies wastewater collection ponds with their overall area of 160 km 2 caused air, soil and groundwater pollution on the area of 720 km 2 More that 50 chemicals compounds were identified in the pollution zone (chlorine, organofluorine compounds, phenols, arsenic, lead, vinyl chloride, etc.) The Southern Industrial Zone of Volgograd, Russia

Industrial Zone, Russia

Industrial facility, Russia

Wastewater collection

PRTR pilot initiative in Volgograd SAICM GPA: WORK AREAS ADDRESSING KNOWLEDGE AND INFORMATION Develop a national PRTR/emission inventory design process involving affected and interested parties.

PRTR pilot initiative in Volgograd STAGES OF PRTR DEVELOPMENT Step 1: establishment of a working group, incorporating: non-governmental organisations; representatives of governmental environmental authorities industrial facilities medical and technical research and education facilities mass media outlets

PRTR pilot initiative in Volgograd Step 2: selection of a facility (criteria): a major facility, with particularly hazardous toxic pollutants in its emissions and releases (the largest emissions/releases in qualitative and quantitative terms) top managers of the facility are ready to implement a policy of open provision of information on its emissions and discharges a well equipped analytical laboratory active public involvement.

PRTR pilot initiative in Volgograd 18 enterprises (chemical, petrochemical, metallurgical, mechanical industry, housing and public utilities) Toxic releases and emissions into water and air, waste For reporting purposes, 32 chemicals were selected as the most relevant pollutants in the Southern Industrial Zone of Volgograd

PRTR pilot initiative in Volgograd ammonium nitrogen nitrogen aluminum aniline salt benzene pH

PRTR pilot initiative in Volgograd suspended solid particles vinylidene chloride vinyl chloride dichloroethane ferriferrous calcium dimethylbenzene

PRTR pilot initiative in Volgograd methylene chloride solid residue synthetic surfactants petrochemicals nickel nitrate ions mercury

PRTR pilot initiative in Volgograd sulphate sulphide methylbenzene trichlorethane phenols

PRTR pilot initiative in Volgograd phosphates phosphorous fluorides chlorine chloride chlorine methylmethyl chloroform

PRTR pilot initiative in Volgograd Step 4: software application with information on: sampling points list of chemicals emission limits for water, air and waste

Further steps Collect data and update the database Access to computer Dissemination of the system among other facilities Planning transition from "end-of-the- pipe" control to control of a chemical's life cycle at the facility

Further steps INCREASE THE NUMBER OF FACILITIES IMPROVE THE REPORTING SYSTEM ON WASTE (types/components) WORK WITH FACILITIES ON DATA INTERPRETATION WORK WITH NGOs, CITIZENS AND MEDIA ON DATA INTERPRETATION

Further steps development of PRTRs at local and regional levels is the most optimal way for introduction of a system of environmental reporting in Russia. Stakeholder participation: NGOs, facilities, media develop PRTRs at the base of governmental environmental enforcement bodies or at the base of major industrial facilities-polluters

Virtual NGO Forum on PRTR development – coordinated by Greenwomen NGO (Kazakhstan), Eco-Accord (Russia) with financial support from UNITAR
