4 Network Small Business Liaisons Network Small Business Liaisons are small business advisors located at each Veterans Integrated Service Network (VISN) to assist small businesses, including Veteran-owned, service ‑ disabled Veteran-owned, HUBZone, small disadvantaged, and women-owned small business concerns in marketing their products and services with the Veterans Health Administration (VHA). Among other services, these advisors provide information and guidance on (1) procurement procedures, (2) how to register at Fed Biz Opps, and (3) how to identify prime contract and subcontract opportunities. They work closely with the Office of Small and Disadvantaged Business Utilization (OSDBU). 4 Who are We?

6 Mission/Purpose To develop, implement and oversee national policies and processes and serve as strategic enablers in the delivery of healthcare services to our nation’s Veterans by providing world-class logistics and acquisition services to the Veterans Health Administration’s (VHA) integrated healthcare system. This includes seeking to procure high quality healthcare products and services in the most cost effective manner, surpass socio-economic procurement goals set by VHA, implementing a comprehensive plan for the standardization of healthcare supplies and equipment through aggressive contracting and monitoring logistics benchmarking data. 6

7 Goals Transform the P&LO into a customer-focused organization and provide high-value, reliable supplies and services as well as prompt and accurate responses to all requests. As stewards of the resources provided by the taxpayers to care for our Veterans, P&LO officials have the personal and professional responsibility to ensure proper and efficient use of resources. Eliminate redundancies and standardize processes to operate effectively and develop, communicate, and enforce VA policies to ensure compliance with regulations. Challenge existing business processes, identify opportunities for improvement and implement industry best practices to increase customer satisfaction and organizational effectiveness. Embrace a performance-based culture and equip our employees with the competencies needed to provide extraordinary support to our customers. P&LO will invest in continued learning, development, professional growth and success.
