Municipal Waste Statistics in Belarus

The owner of municipal waste statistics in Belarus is the Ministry of Housing and Utilities

The source of municipal waste data is the form of annual reporting 1 – Report on Sanitation and Cleaning Services of Population Centers. The respondents are the entities dealing with management of municipal wastes (collection, removal, sorting, treatment, processing, neutralization, and landfilling)

A factor of 0.2 is used to recalculate the volume of municipal wastes into tons. This factor was determined through studies based on in-situ measurements The unit of measurement for municipal wastes is a cubic meter

BUT! The data on the volume of municipal solid wastes processed at sorting lines, sorting and loading stations and municipal solid waste processing plants, which are identified in the questionnaires as municipal waste recycling are monitored in the country based on reporting data from 2011 only. Belarus managed to populate the data on municipal waste disposal from 1990.

To evaluate progress in the achievement of objectives set for 2011- 2015 by the President and Government to increase the usage of wastes as secondary resources and energy source, activities are performed to improve the household waste treatment system, including: demonopolization and establishment of competitive environment in the area; in addition to administrative measures, use of economic incentives to encourage separate waste collection, including by population, with a parallel gradual reduction of subsidies to entities responsible for removal of such wastes; 100% coverage of urban population with separate collection of municipal wastes; construction of waste processing plants in each region of the country; optimization of municipal waste landfills; organization of a system to return packaging, collection and processing of packaging materials.

Legal regulations stipulating statistical monitoring of municipal waste recycling Decree of the President of Belarus dd, 11 July 2012 No. 313 “On some issues of consumption waste treatment” Resolution of the Cabinet of Belarus dd. 31.07.2012 No. 708 approving the Regulation on coordination of activities in the area of treatment of secondary resources Decree of the President of Belarus dd. 2 March 2011 No. 95 “On some issues of collection of data not contained in state statistical reporting” Adopted to reduce landfilling of consumption wastes and to prevent adverse impacts of such wastes on the environmental and to increase the use of secondary resources. Designates the Ministry of Housing and Utilities as the coordinator in the area of treatment of secondary resources. Expands and regularizes the mandates of government authorities in the process of statistics collection. A state authority has a right to introduce its reporting on the issues within its areas of responsibility.

Mechanism to implement the requirements of manufacturer’s expanded responsibility The responsibility to ensure the collection, neutralization and/or use of goods and packaging is considered to be fulfilled by manufacturers and vendors if they fulfilled one of below requirements in a reporting period (quarter): а) using its own waste collection system an entity collects, neutralizes and/or uses: at least 10% of wastes from total goods specified in the List and produced and sold in Belarus and/or imported by such manufacturers and vendors, and at least 30% of wastes from total mass of plastic tableware and cookware, tyres and rubber bags, oils, plastic, glass, paper, and paperboard containers produced and sold in Belarus and/or imported by such manufacturers and vendors; b) a payment is made to operator’s current (operating) account based on the volume of goods specified in the List produced and sold in Belarus and/or imported by manufacturers and vendors and plastic, glass, paper, paperboard containers into which imported consumer goods are packed.

Waste Collection System Manufacturers and/or importers of goods specified in the List as well as consumer goods packed in plastic, glass, paper, paperboard containers must ensure the collection, neutralization and/or utilization of wastes generated after the loss of consumer properties by the goods specified in the List and plastic, glass, paper and paperboard containers into which the imported goods are packed through: usage of own systems for the collection of wastes of goods and containers from consumption wastes which include a network of stationary and/or mobile redemption centers and/or special containers for waste collection and removal, sorting lines (workshops, plants) and in-house or subcontracted neutralization and/or utilization of collected wastes of goods and containers; a contract with the operator for collection, neutralization and/or utilization of wastes of goods and containers and making payments to the operator’s current (operating) account for the service.

Service fee Calculated excluding VAT: in Belarusian rubles: plastic containers (circa €46 per ton), paper and paperboard (circa €6.5 per ton or €1.8 per 1,000 m 2 ), glass (circa €23 per ton or €0.018 per 1 litre); as a percentage of good value: 0.3% of value of household appliances, office and other equipment; 1.5% of value of thermometers, batteries, gas tubes, arc lamps, UV and IR lamps, tyres and tyre casing and 3% of value of lubricants and other oils.
