3. Continuous Improvement Plan Purpose: to outline a timetable for the USC to implement its health and safety goals and objectives. Definition: “Continuous Improvement Plan” means a document which addresses the following: Goals to be achieved. Target dates for completion of each goal. Assign responsibility for each goal. Resources required. (people, time, money) Senior management approval of the plan The plan is relevant to the USC's current needs. Schedule of progress reviews. Distribution of progress reports to management and employee Notice Boards. Celebration of successes with employees as goals are achieved

4. Continuous Improvement Plan Responsibilities: Senior managers must create and then maintain a Continuous Improvement Plan. Senior managers will ensure the Executive Council reviews and endorses all health & safety policies, including recommended amendments, each November. Senior managers will ensure that: a workplace hazard assessment is conducted annually by an outside health & safety consulting firm; and, training needs are reviewed annually using the following criteria: legislative updates occupational requirements new or modified equipment and/or processes worker training records current training methods (e.g. frequency of refreshers and completion of orientation for new staff)

USC HEALTH & SAFETY MANAGEMENT POLICY Purpose: To outline the USC Management’s Health and Safety responsibilities Expectations and Responsibilities: The following components of management responsibility will be reviewed annually through the Continuous Improvement Plan: Review of Health and Safety Trends Active support of the activities of the Joint Health and Safety Committee Establish a program to regularly communicate health and safety information Review the Health and Safety Program Encourage off-the-job health and safety activities for all workers Workplace inspections performed by executive management

6. Health & Safety Responsibilities of Managers & Supervisors Purpose: to outline the responsibilities and accountabilities of managers & supervisors. Responsibilities: Managers & Supervisors must Ensure the performance of workplace inspections; Conduct information sessions (safety talks, staff meetings, tail gate meetings); Conduct incident investigations; Conduct employee training; Correct substandard acts or conditions; Commend employee health and safety performance; and, Appoint competent supervision.

7. Health & Safety Responsibilities of Managers & Supervisors Managers are responsible for sections 25 & 26 of the OHSA, attached, and all other legislation that applies to the workplace. Supervisors are responsible for section 27 of the OHSA, attached. Manager and Supervisor performance evaluations will Be performed; Twice each year, with a midyear qualitative and a final quantitative evaluation; Following USC performance appraisal methodology for both management and union staff members. Measure each responsibility assigned in section 2.01 above, namely, Workplace inspections; Conducting information sessions (safety talks, staff meetings, tail gate meetings); Conducting incident investigations; Conducting employee training; Correcting substandard acts or conditions; Commending employee health and safety performance; and, Appoint competent supervision.
