Liz Truss – Education Minister ‘Toynbee then claims that ‘league table tyranny’ will increasingly side line non-core subjects. This is also wrong. Our new accountability measure for schools will reward those that enter students for a broad and balanced mix of 8 subjects at 16 – including creative and technical subjects. New Performance Table measurements Progress 8 Attainment 8 English and mathematics EBacc

Progress 8 Replaces 5ACEM as key headline measure Progress in 8 subjects from KS2 to KS4 Compares each student’s results with estimates for students with same KS2 results Estimates based on how students do nationally using data from 3 years previously Score reported as a a decimal e.g. +0.5 (an average of half a grade above estimate), or +1.25 (a grade and a quarter above) or -0.75 (three-quarters of a grade below) Averaging all students gives a whole school score

Attainment 8 This measures a student’s raw results across the same eight subjects It will show that students in a school averaged a high Grade B or a low Grade D Similar to the current capped points score

English and mathematics The proportion of students achieving ‘good’ grades in GCSE English Language (including GCSE English while it still exists in 2016) and GCSE Mathematics A*-C grades are currently considered ‘good’ passes but will change when 9-1 grades are introduced in 2017 One of the few ‘threshold’ measures left

EBacc Proportion of students achieving the Ebacc How many students achieving a ‘good’ GCSE grade in: – English Language (including GCSE English in 2016) – Mathematics – Two sciences (Science, Ad Science, Biology, Chemistry, Physics or Computer Science) – A language – A humanity (History or Geography) Not confirmed whether GCSE En Literature must be taken for English Language to count, but not suggested this will change

What are the rules for double weighting English Language? GCSE English Language will only be double weighted if GCSE English Literature is also entered If not English language will only count for one slot and nothing can take up the missing slot The better a student’s GCSE English language the more the school will be ‘punished’ for not entering him/her for Lit In 2016 (single) GCSE English will be double weighted but no longer exists from 2017

Example A student is expected to get 8 grade Cs and does so: – If entered for En Lit then Lan is double weighted along with maths giving 10 X Grade C – If Lit not entered then Lan not double weighted leaving 9 x Grade C On the current points tariff this would reduce the student’s average by more than half a grade Across the whole cohort this would push a school below the floor standard (average of half a grade below expectations)

Progress 8 – Value Added Progress 8 is a type of value added measure Individual student VA score calculated before a school score can be produced Estimate based on actual KS4 Attainment 8 outcomes for all students with the same level of KS2 attainment e.g. all students with an average level 4b. Subtract estimated Attainment 8 outcome from actual Attainment 8 outcome If a student achieves 4Bs and 4Cs compared to an estimate of 8Bs then the student has a VA sore of -0.5 grades (4 grades over 8 subjects) Expectations will be set in advance with the matrix published in Year 9

Implications Performance tables will be more focused on PROGRESS, every result matters GCSE English language and mathematics account for 40% of the headline measure A broader range of subjects will be measured For most students English will count for THREE of the 10 slots (double weighted GCSE En Lan and GCSE En Lit) It is possible to fill the ‘basket’ without doing a science at all or a humanity or a language Important to ensure the basket is filled as a general rule Being on average a whole grade above a school’s estimate will defer an Ofsted inspection (if due) for a year Being on average half a grade below will put the school under the Floor Standard The Floor Standard will be different for each school.

A few details to sort out…. How to measure students working at Entry Level The exact points score to be used (A*=58, A=52, B=46 etc or A*=8, A=7, B=6 etc How to fit the the new 9-1 grading scale into the system from 2017 Whether iGCSE style Certificates will continue to count

And a few other things DfE will model for school based on 2014 results 2016 exam results will reflect the new measures School can opt-in to the new system in 2015 2017 will use a system combining current and reformed GCSE scores DfE will place a ‘widget’ on school websites to show: – Average VA per grade (+0.5 or -0.5 etc) – Average grade in the ‘basket of 8) – Percentage good grades in English and mathematics – Percentage Ebacc
