Why a Task Force? Difficult to meet academic program needs Growing proportion of budget is allocated for space Culture where space @ Rice is perceived as free Need principles, standards, processes, tools to more effectively manage space

Principles/ Roles Recommendations The Provost owns all space Day-to-day management delegated to Deans / VPs University Space Committee Policies, standards, practices, issues Space assignments are: Based on standards Not permanent Reviewed annually

Research Space Recommendations Annual campus-wide ranking of faculty use of lab space: Total research expenditures ($)/assignable square feet Actual indirect cost recovery ($)/assignable square feet Assignable square feet/person participating full time in research Review bottom quartile each year (3-yr. average) Allocate 800 – 1,200 asf to asst. professors who conduct experimental research Conduct external review of faculty start-up process

Instructional Space Recommendations Must use standard time blocks No more than 2/3 of Dept. courses can be offered in prime time Dept. lecture halls or other rooms that could be used for instruction should be made available to Registrar to schedule in morning

Office Space Recommendations Current situation – difficult to find one office Employ office standards Multiple offices not allowed Requires annual exception from Provost Restrictions on emeritus faculty offices Private office requires level of effort = full time faculty member Conduct campus-wide study of office space
