United States Visitor and Immigrant Status Indicator Technology 5 Critical Dates September 30, 2004  US-VISIT procedures will be expanded to include visitors traveling to the U.S. under the Visa Waiver Program (VWP) arriving at air and sea ports of entry October 26, 2004  Deploy capability to read biometric travel documents at air, sea, and land ports of entry (POE)  All countries under VWP must issue biometrically enabled travel documents following International Civil Aviation Organization (ICAO) standards December 31, 2004  Deploy US-VISIT Program to 50 busiest land border POEs  Biometric enrollments reduced at POEs as the biometric capture/process is increased at overseas Consular Offices.  Biometric identity verification with biometric visas (one-to-one) December 31, 2005  Extend Entry capability to remaining land border ports

United States Visitor and Immigrant Status Indicator Technology 10 How US-VISIT Works  Prevent entry of high-threat or inadmissible individuals through improved access to passenger manifest information by inspectors upon a traveler’s arrival  Impact of inspection process throughput minimal as part of commitment to facilitate trade and travel  Every visitor with a visa is biometrically verified at entry  At the time of arrival at U.S. air or sea port, inkless finger scans are taken and compared against watch list and law enforcement databases  A digital photograph is compared with the State Department photo and biographic information to assist in determining admissibility and special protection needs (asylees/refugees)  Upon departure, index prints are compared for verification at those locations. During 2004, US-VISIT will pilot alternative exit solutions, and after an evaluation, will select the most effective exit solution

United States Visitor and Immigrant Status Indicator Technology 12 What will occur in 2004  Visitors under the VWP will be enrolled in US-VISIT starting 9/30/04  VWP countries required to issue passports with embedded biometrics per Section 303 of Border Security Act  Extend Entry capability to 50 busiest land POEs  Biometric enrollments reduced at POEs as the biometric capture/process is increased at overseas Consular Offices  DHS continues to perform biometric identity verification for travelers with biometric visas (one-to-one)  DHS continues checking inkless finger scans against a database of criminal and terrorist watch lists (one-to-few)

United States Visitor and Immigrant Status Indicator Technology 14 US-VISIT’s End Vision The vision of the US-VISIT Program is to deploy end-to-end management of data on foreign nationals covering their interactions with U.S. officials before they enter, when they enter, while they are in the U.S., and when they exit. This comprehensive view of border management will eventually lead to the creation of a virtual border and will set the course for improved processes for management of data on foreign nationals. US-VISIT, at its core, is an information collection and dissemination program that provides critical data to the appropriate decision makers.
