What uses within the identified service areas? Who will be involved (staff, citizens and other parties)? What information is required for each identified use? How are these services currently provided? Tip – think about the points of contact and interaction between the citizens, the LA services and current systems and processes. What happens with the current organisation and systems?

What are the alliances and partnerships for the scheme. Will the card be used as an identity token for central identity management. Which card High Level Design

What information is requested and held? Where? How? How is the resident/customer identified? What services and facilities are offered? Are any services charged for? How much? How often? What are disability and social inclusion considerations? How is a card holder periodically verified for eligibility?

20 © SmartCard Networking Forum Example Solution Card Scheme: Local Authority Citizen Card Scheme Service: Leisure Users: Leisure centre customers Leisure centre staff – Customer Desk, Payment processing/reconciling Local Authority staff – Scheme management, financial reimbursement Scheme Operator staff Council Locations: Distributed leisure centres within the local area (for card use, application processing or card pickup) Local authority location (for application handling or card pickup) Uses/Functions: Membership identification Controls physical access to leisure centre and specific areas within the centre Records attendance at classes/sessions Facilitates profiling of customers Concessionary leisure facilities for seniors, children or disabled persons. Can be linked to a loyalty application Can be linked with a payments token application or E-purse and will reduce cash handling. Processes: Application forms processing Fee collection Card issuing Card presentation and acceptance process Renew expired card/application Replace lost, stolen, faulty or damaged card Card holder helpdesk enquiries New Processes: Upload transactions to the central back office Download configuration data to the terminals Maintain card hotlists Maintain configuration data Report generation Report access and viewing (data analysis)
