Problems The intervention program provided for the juveniles in the juvenile training schools: ◦ Not fully address the needs of the children due to over crowded and under staff. ◦ Not effectively utilize resources in their community. ◦ Not have sufficient continuing care after release. ◦ Causing the juveniles to stay unnecessarily long periods in the residential placements ◦ Increase the risks of recidivism.

Evidences Based Solution The Development of the seamless intervention and rehabilitation programs for juveniles (Uninterrupted Tailor-Made Routing for juveniles) The program is a result of our search for the best practices for the community based intervention programs. Adapted from the Work-Wise Programs from the 180 Foundation of the Netherland

Objectives: 1) To use detention as a measure of last resort and for the shortest possible time and taking into account the best interest for children and youth by developing alternative measures to treat children instead of detention, and have community involvement which takes part in the provision of rehabilitation and social reintegration of children and youth. 2) To provide guidelines and procedures of juveniles’ intervention that are consistent with the problems and needs of each child and give equal amount of interest to the rehabilitation and treatment in the institution and in the community with emphasis on the continuation of the services and management from entering the institution until reintegration to society. 3) To set an aftercare system for children and youth and their families after returning to the community with the cooperation of all sectors involved to reduce the risk of future behavior problems and recidivism. 4) To provide an effective and evidence-based prototype of the comprehensive rehabilitation program with limited time in the institution.
