1 1 TITLE V Senior Community Service Employment Program (SCSEP)

2 2 What is Title V - SCSEP?  Federally funded community service and work based training program for older workers  Authorized by Title V of the Older Americans Act (OAA)

3 3 MAJOR SCSEP GOALS  Foster individual economic self-sufficiency  Promote useful part-time opportunities in community service activities (subsidized)  Increase no. of persons who may enjoy benefits of unsubsidized employment in both public & private sectors.

4 4 Sense of Congress (from OAA)  “(1) …….was established with the intent of placing older individuals in community service positions and providing job training; and  (2) placing older individuals in community service positions strengthens the ability of the individuals to become self- sufficient, provides much-needed support to organizations that benefit from increased civic engagement, and strengthens the communities that are served by such organizations.”

6 6 Key Features  Targeted to hard–to-serve low-income seniors with poor employment prospects  Cannot serve job-ready seniors  Participants placed/trained in community service positions at NFP agencies

7 7 Key Features….. continued  Bridge to unsubsidized part-time employment in entry level positions  Benefits communities by performing valuable & needed “community service”

8 8 SCSEP “Earn & Learn”  Paid work experience/training for low-income persons, age 55 +, who have poor employment prospects.  Program subsidizes part-time community service jobs, in Not-for-Profit (NFP) agencies (host agencies)  Participants work 20 hours per week & earn minimum wage ($7.25) while gaining work experience  Participants train as receptionists, typists, secretarial assistants, nutrition aides, security guards, maintenance workers, van drivers and more  Fringe Benefits: annual physical, worker’s comp, FICA

9 9 SCSEP Eligibility Four Eligibility Requirements 55 + Unemployed Resident of VA Income less than 125% of HHS federal poverty level

10 10 ENROLLMENT PRIORITIES  Veterans and Qualified spouses  Persons 65 and older OR individuals with: disability limited English proficiency low literacy skills reside in a rural area low employment prospects failed to find employment through WIA Title I services homeless at risk of homelessness

12 12 Supportive Services To assist participant in successfully participating in community service assignments and to help participant gain and keep job (including post- placement services)

14 14 Host Agencies/Work Sites  Public agency or private non-profit [501(c)(3)]  Provide work site supervision, training, work-experience  High quality host agency provides Valuable training / work experience Better employment opportunities Meaningful community service

18 18 Program Length of Stay  IEP to establish appropriate length of enrollment time in the program  Individual participant allowed no more than a 48-month program stay  36 months -- average participation cap for grant
