S tella 2013 has exceeded all the previous editions by granting 19 administrative staff exchanges between European and American universities, five more than in 2012. Each participant received a grant of 1.083 euros. The support of the Compostela Group for training, especially during these financially difficult times, is much appreciated by its members, who find Stella to be one of the most interesting mobility activities and main benefits of the CGU membership. STELLA PROGRAMME 2013 Report by Eva Garea Oya. Stella Coordinator.Universidade de Vigo, Spain KEY FACTS ON STELLA: STELLA is a mobility programme addressed to the administrative staff at the CGU’s member universities. The Secretariat gathers a list of units/services offered by the institutions and makes it available to its members. The CGU grants a number of intercontinental mobilities every year. One/two weeks stays allow the participants to share experience and get to know how to improve their work. The latest call was lauched in September 2013.

As it was announced in the last CGU General Council, in September 2012, in Oulu, the total amount available for the distribution of CGU grants in the current call 2013 was 26.000 € (an increase of 12.000€ in relation to previous editions, as the programme is a priority for the CGU).. This amount was distributed among the CGU outgoing staff. It was agreed to award the same grant to each participant: for each mobility 1083€ (19 CGU grants in total). As usual, the money was transferred to home universities at the end of the present call and only upon reception of the required final reports. NEW IN 2013: BUDGET

Thus, the steering committee was open to new members and the following three new members have been approved: -University of Leon (Spain), Rafael de Paz Urueña. -Pan-European University (Slovakia), Slavomir Rudenko. -University of Arizona, Michael Proctor, who joins the executive committee representing CONAHEC and the CGU executive committee. New in 2013: CHANGES IN THE STEERING COMMITTEE

STELLA PROGRAMME 2013 Report by Eva Garea Oya.Stella Coordinator.Universidade de Vigo, Spain SUMMARY OF MOBILITIES The FIGURES at call 2013 are the following: - Participating universities: 27 From the CGU (universities from FAUBAI and CONAHEC did not participate in this edition) - Total of offers: 60 -Total of applicants: 32 (20 candidates + 12 substitutes), 5 are from American universities and 14 from European universities. - A total of 24 initial mobilities granted and 19 mobilities accepted by the universities: participants belonging to the CGU HEIs.

This year the selection process during the 7th March 2013 has been complex and difficult as we have not received enough variety of offers to host all the applicants. New in 2013: SELECTION CRITERIA

STELLA PROGRAMME 2013 Report by Eva Garea Oya.Stella Coordinator.Universidade de Vigo, Spain SUMMARY OF MOBILITIES Criteria to match offers & applicants followed by the Steering Committee (in order to get a balanced mobility): The criteria used has been: 1. To give priority to the preference of the coordinator, 2. To give priority to the preference of the candidate, 3. To maintain an equivalence between home and host department, 4. To keep a balance between European and American mobility, 5. To keep a balance between European and Spanish candidates going to America, 6. To keep a balance between candidates sent and received at the same institution. 7. To give priority to those universities participating for the first time, 8. To give priority to those universities unbalanced in the previous editions, 9. To give priority to those universities receiving candidates not only under the Erasmus Programme. 10. To give a proportional distribution of grants.

STELLA PROGRAMME 2013 Report by Eva Garea Oya.Stella Coordinator.Universidade de Vigo, Spain Participation of the CGU in the EAIE 2013: Workshop on STELLA As required by the members of the CGU executive committee, and with the support of Eva Garea, coordinator of the STELLA programme, the CGU Secretariat submitted a proposal to hold a workshop in the framework of the EAIE conference 2013 that was not finally selected. We will send the proposal again for 2014. The workshop will be focused on ‘STELLA Best Practices for mobility: How to implement an intercontinental administrative staff mobility Programme’. The aim of the CGU is to show how to create and manage an international mobility program for academic staff between universities and networks, taking as reference the 10 years wide experience coordinating the intercontinental STELLA Staff Mobility Programme.

STELLA PROGRAMME 2013 Report by Eva Garea Oya.Stella Coordinator.Universidade de Vigo, Spain Dissemination activities Thomas Buntru, Director of International Programmes at the Universidad de Monterrey (Mexico) and member of the executive committee of the CGU promoted the Stella Programme and our activities during the XV CONAHEC Higher Education Conference in North America (Alberta, Canada, 1 st -3 rd May 2013) with the objective to encourage more CONAHEC member universities to join the CGU and to participate in the Stella Programme.

STELLA PROGRAMME 2014 Report by Eva Garea Oya.Stella Coordinator.Universidade de Vigo, Spain Stella’s new edition 2014 will be launched during the last week of September 2013. - Universities have to send their offer forms including the service or unit to be visited and the letters of endorsement by 31st October 2013 to the CGU Secretariat. - 15th November all the offers will be available in the CGU website. - Staff of participating universities can apply till 31st January 2014. Home coordinators send the Applications (1 candidate + 1 substitue to the CGU Secretariat) till the 15th February 2014.

STELLA PROGRAMME 2014 Report by Eva Garea Oya.Stella Coordinator.Universidade de Vigo, Spain NEW PRIORITIES IN 2014: 1.Increasing the enrollment of North American partners and CONAHEC in order to encourage the participation of the European members. 2. Identifying sponsors to maintain the number of exchanges. 3. Continuing working with participants’ videos but trying to get them directly in English or with subtitles. 4. To avoid the difficulties arisen this year to do the match, it is agreed to add to the guidelines of the future editions the two following requirements: -Candidates will have to compulsorily select three different preferences (offers). -In case that the match is not possible, the steering committee will allocate the candidate in a placement which suits candidates profile. 5. Universities that have not been given a grant in this edition 2013 will have priority for the Stella 2014.
