12 12 eASEAN Task Force Mandate 1. Develop a broad and comprehensive action plan. 2. Serve as advisory body to ASEAN. 3. Undertake - Review recommendations of the working groups. - Determine policy, legal and regulatory environment. - Recommend policies.

72 Concluding Remarks All member countries of ASEAN, and as a matter of fact, all countries in the world, have implemented or in the process of implementing eLearning.

73 Thailand has made a lot of progress in eLearning. However, as of August 5, 2005 Thailand is behind Cambodia and Myanmar in University-level eLearning. The Japanese has helped Cambodia and Myanmar established University-level eLearning and the government of those countries approved the programs.

74 In case of Thailand, many universities such as AU, Chula, Thammasat, Kasetsart, etc. have started university-level eLearning. Unfortunately, the Civil Service Commission cannot approve the eLearning degrees because there is no law to use.

75 The needed law is in the form of “ Announcement from the Ministry of Education ” to be published in the Royal Gazette. The Announcement have been - drafted - presented to public hearing - modified - scrutinized by many committees - submitted to the Minister of Education but not yet signed.

76 So, we are hoping that the new Minister of Education will kindly take prompt action to sign the Announcement and have it published in the Royal Gazette, so that Thailand can be ahead of Cambodia and Myanmar as well as competing with advanced countries such as the USA, Canada, UK, etc.
