Costs of energy down—longer paybacks Limited time and resources in regions for scope development, project management Incentives are running dry-annual queues fill early Some utilities don’t offer programs at all-lack of continuity We can’t capitalize some projects and don’t have expense budgets for decent programs We can’t get information as readily as we’d like
