CLICK TO EDIT MASTER TITLE STYLE 3.0 Problem Identification Recognize, identify and verify the presence of hazardous materials and the extent of the problem. Determine the identity of the rail carrier involved. Identify the critical information that needs to be gathered and forwarded to the railroad. Identify options for determining wind and weather conditions affecting the incident and how weather conditions may affect the spilled and/or released commodity. OBJECTIVES

CLICK TO EDIT MASTER TITLE STYLE 3.0 Problem Identification GENERAL SERVICE TANK CARS Pressure relief device reduces the pressure inside the car and acts as a thermal protection system in case of a derailment and fire. The tank shell holds the product and thicker tank material improves puncture resistance Head shields improve puncture resistance in a derailment Bottom fittings and Bottom outlet protection

CLICK TO EDIT MASTER TITLE STYLE 3.0 Problem Identification All information related to an individual rail car is referenced by use of the car initials and number known as the ‘reporting marks’. The car’s initials and numbers are stenciled on both left-hand sides of the car (facing the car) and on both ends of the car. CONTAINER INFORMATION WRITE THESE DOWN!

CLICK TO EDIT MASTER TITLE STYLE 3.0 Problem Identification Recognize, identify and verify the presence of hazardous materials at the incident site: – Container shapes – Container reporting marks and numbers – Placards – UN identification numbers – Train consist – Direct reading instruments – Your senses IDENTIFY THE PROBLEM

CLICK TO EDIT MASTER TITLE STYLE 3.0 Problem Identification VERIFYING THE HAZMAT

CLICK TO EDIT MASTER TITLE STYLE 3.0 Problem Identification Locate ID numbers, placards, markings, labels. Identify and verify the Hazmat. Identify rail carrier, locate crew and obtain train consist. Have rail carrier stop train traffic. Look for aboveground and buried utilities within rail corridor. SCENE SIZE UP

CLICK TO EDIT MASTER TITLE STYLE 3.0 Problem Identification Determine the rail carrier: – Process starts BEFORE the incident – Understand the local Emergency Response Plan – Talk with the train crew – Track and crossing markings – Reporting numbers on tank cars The train may be operating on another railroads tracks. WHO OWNS THIS TRACK?

It serves emergency responders who arrive first to the scene of a rail incident and helps them make informed decisions about how to respond to a rail incident. The app has two levels of functionality, depending on user permission: Single Car Lookup and Consist Lookup.

CLICK TO EDIT MASTER TITLE STYLE 3.0 Problem Identification Critical information for responders to pass on to the rail carrier: – Extent of the damage seen – Topography of the incident area – Current weather conditions – If photos can be taken and transmitted electronically, do so – Any downed power or signal/communication lines, buried utilities or above-ground switch heating systems CRITICAL INFORMATION TO PASS ON

CLICK TO EDIT MASTER TITLE STYLE 3.0 Problem Identification Weather, as well as terrain, will drive where any spilled/released product will go. Monitor wind and weather conditions affecting the incident and determine how these factors influence the path of spilled/released commodity. WHAT’S THE WEATHER?

CLICK TO EDIT MASTER TITLE STYLE 3.0 Problem Identification First responders need a better understanding of rail documents. The shipper emergency contact is a key source of product information. Make sure they stay available or send a representative to the scene. Ensure that you have the correct email addresses and fax numbers when sending information electronically. LESSONS LEARNED & RESPONDER TIPS

CLICK TO EDIT MASTER TITLE STYLE 3.0 Problem Identification The National Weather Service (NWS) can provide a plume dispersion forecast to support decision-making. In one incident, data was received within 30 minutes of the request and was helpful to make assessments of potential downwind impacts.
