Major industry changes – –downsizing – –early retirements – –more contractor responsibility – –QC/QA – –Superpave, SMA, and other new mix types Comments will be made throughout the course about the differences between mix types and how they affect various aspects of construction

7 The Need To produce technically competent decision-makers in the field to cope with these changes, and produce the highest quality HMA Pavements possible.

10 The Joint AASHTO/FHWA/Industry Training Committee on Asphalt provided the impetus to develop this course. The Committee was formed in 1989 States involved have included MO, FL, IL, OK, PA, TX, UT. FHWA - Construction and Maintenance Division, NHI Asphalt groups - NAPA, Asphalt Institute, NCAT State asphalt associations - TX, NJ, AL, MN Manufacturers - (All of them)

11 The Goal To design, develop, and institute a National Training program through the joint efforts of AASHTO, FHWA, and Industry.

13 The Objective To produce technically competent decision makers in the field through a series of technical training programs.

14 Develop high quality training materials for the construction team. Uniform, consistent, practical knowledge of all aspects related to HMA pavements. For uniformity, basic course material is derived from the HMA Paving Handbook (“Black Book”).

15 Three Programs in HMA 1. Construction 2. Production 3. HMA Materials, Characteristics and Control

16 Construction - chosen to be first; finished in 1993, revised in 1999. Pilot courses - taught to target audience to ensure good feedback from the people on the job. Courses taught through NHI and by other interested organizations -- HMA Construction has been taught to over 4,000 since 1993. Courses 2 and 3 - Due out in 1999. NHI and other organizations have courses for just about any other subject (e.g. Preventive Maintenance). A fourth course is currently under development.

18 The last item may be the most important one of all.

19 The Target Audience The decision makers in the field that determine the ultimate success of the pavement being constructed, including: Agency: Engineer, InspectorAgency: Engineer, Inspector Contractor: Superintendent, Crew ChiefContractor: Superintendent, Crew Chief ConsultantsConsultants

20 The actions of field personnel have a substantial influence on the performance of HMA pavements. On the spot decisions require experience and training in proper practices and procedures.

22 Stress that this is the construction team - a partnership The only way to really build a job right is to cooperate and use two-way communication. It is easier to work with someone than against them.

24 Instructors - introduce yourselves Ask participants to introduce themselves. Ask for such information as: Name, Who they work for, Job responsibility, Years of experience, One question you want answered before you leave. Write these questions down to cover at the end? Remind everyone to wear their nametags for the entire program. After introductions, pair up participants in two- member teams (contractor/agency, contractor/ consultant, agency/consultant etc.) Last choice is two people from same organization.

26 For any group to function, there must be a few rules. There is a lot of talent in the room. Encourage participants to meet each other, socialize, ask questions, and listen to the answers. Emphasize there are no dumb questions (only unasked ones). Encourage open dialog among instructors and participants. It is highly appropriate to have another classmate answer a question.

32 The course parallels the sequence of construction. The materials listed are provided for each module at the front of each session. Evaluations help find out if the materials are effective, and where improvements are needed. Encourage participants to comment freely in the evaluations.

38 Many names, nicknames, and specs exist for HMA. Various names for various regions. For uniformity and consistency, this program will use a general set of terminology. Ask: What do they call HMA here? Point out glossary of terms for HMA Construction in back of manual. (Do not try to review the glossary; mention it as a reference.)
